As the Supervisory Biomedical Engineer for the VA Medical Center at Martinsburg WV, the incumbent provides professional engineering and relevant information technology support to a complex, technically sophisticated, and complex Health Care System. This includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training, and ongoing technical support.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Must meet one of the below requirements
    • Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR,
    • Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above
English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English

Experience. Completion of at least one year of experience equivalent to the next lower level (GS-12) and must be fully meet the KSAs at that level. Including:

i. Ability to conduct a medical equipment management [or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.]
ii. Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices.
iii. Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and [TJC] requirements.
iv. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
v. Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management.
vi. Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety.
vii. Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA.
viii. Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
ix. Ability to apply project management principles to deployment of medical equipment and health information technologies.

Grade Determinations:GS-13

KSAs GS-13 Level - Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. In addition, the candidate must demonstrate the following KSAs found at subparagraph of this subsection and potential to acquire the assignment specific KSAs designated by an asterisk (*).
  1. Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements.
  2. Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare.
  3. Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems.
  4. Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.
Subsection KSAs
  1. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
  2. Knowledge and capacity to support the most complex and specialized clinical technology including service, system administration, training, and quality assurance.
  3. Knowledge of, and the ability to interpret and apply complex codes, regulations, guidelines, and standards associated with the biomedical engineering field.
  4. Ability to develop and implement policies that are consistent with organizational objectives.
  5. Ability to communicate and work collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.

Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies, patient records, staff and patient mail. Some assignments may involve more frequent walking, but these assignments may involve more frequent walking, but these assignments require no unusual physical demands to perform work. The incumbent will need to have the ability to verbally communicate and hear (aid permitted) using a telephone and must be able to type and operate computer equipment as an essential part of their position. The incumbent must be able to work closely with internal and external customers in a face-to-face setting.

Work Environment: The position may at times involve exposure to a work environment that may include intermittent excessive noise, dust, slippery or uneven walking surfaces, working around moving objects or vehicles. The incumbent may also be exposed to infective patients and contaminated materials and may be required to don protective clothing in isolation situations or operative invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working in stressful situations, able to shift priorities based on patient needs.

Responsibilities:

The incumbent supervises activities of approximately 10 FTEE. In addition, the Supervisory Biomedical Engineer supports the VA's mission and the Martinsburg VAMC goals while operating in accordance with facility policies, biomedical policies, and standards of professional service. He/ She is a professional consultant and advisor on healthcare technology matters to facility executive management, facility Program Officers, clinical service lines, and facility department directors. He/she consults with and provides guidance to technical staff in the Biomedical Engineering Program at the Medical Center. The Supervisory Biomedical Engineer works in conjunction with the facility leadership and the VISN Chief Biomedical Engineer on matters pertaining to Biomedical Engineering technology management, program operations, patient safety, and effective delivery of services.

The Supervisory Biomedical Engineer is recognized as the senior technology expert and project manager in one or more clinical technology, biomedical engineering program aspect, and/or facility process areas. He/she will collaborate extensively with facility Officers such as the Chief Logistics Officer, Chief Engineer, Chief Information Officer, Chief Financial Officer, and others in order to manage technical and administrative aspects of the programs.

The Supervisory Biomedical Engineer is recognized as a technical expert and advisor on Biomedical Engineering issues and aids in the support provided by biomedical engineering staff in the medical center. He/she is responsible for providing assistance to the clinical staff in selection, deployment, and utilization of medical equipment. The Supervisory Biomedical Engineer advises management staff in the areas of high-cost and high-volume medical technology, the networking of medical technology, a wide array of general biomedical technology, and specific healthcare technology issues.

The Biomedical Program has direct impact on all clinical services provided by the Martinsburg VAMC. The program must ensure the provision of safe, reliably maintained, and clinically appropriate medical equipment for the delivery of quality healthcare in a cost-effective manner. The Biomedical Engineer facilitates service support of medical equipment, while identifying opportunities and recommending actions to improve service delivery and cost containment. The Supervisory Biomedical Engineer supports the Medical Equipment Management component of the Environment of Care for the Martinsburg VAMC. He/she prepares and presents reports regarding equipment management.
