What are the responsibilities and job description for the Supervisory Financial Administrative Specialist (Billing) position at Veterans Health Administration?
The Supervisory Financial Administrative Specialist is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a (GS-09) position you must have served 52 weeks at the (GS-07).
For a (GS-11) position you must have served 52 weeks at the (GS-09).

Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.

Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.
- Examples of specialized experience would include, but are not limited to:
- Comprehensive and thorough knowledge of billing guidelines, healthcare reimbursement, CMS guidelines, third party insurance policies and requirements, accounting regulations, eligibility, VA regulations, Compliance regulations, as well as complex Electronic Data Interchange (EDI) systems that require extended training and experience.
- In-depth knowledge of the range of laws, policies, regulations, and precedents applicable to the administration of one or more important public programs related to health care financial management.
- Comprehensive and practical knowledge of the framework of regulatory material regarding healthcare billing such as Medicare, TRICARE, and CHAMPVA guidelines, Sharing Agreements, Worker's Compensation, appropriate Public Law, rules and regulations.
- Knowledge of coding systems such as ICD 9/ICD-10, CPT and HCPCS, as well as modifier and revenue code guidance.
- Comprehensive knowledge and understanding of the inter-relationship of healthcare support functions and operations such as: accounts receivable management; billing; health information management; patient access; compliance; insurance verification; financial reporting.
- Ability to plan, organize and direct teamwork and to negotiate effectively with management to accept and implement recommendations.
- Expert Oral and written communication skills to establish and maintain effective work relationships with a broad range of people with conflicting priorities and goals.
