What are the responsibilities and job description for the Supervisory Systems & Procedures Analyst position at Veterans Health Administration?
The incumbent in this position serves as the Supervisory Systems & Procedures Analyst in the Financial Management Service of the Columbia VA Medical Center. Providing a full range of payroll processing and reporting to ensure correct payment for all 1800 employees across several different pay programs as the first level Supervisor for the Payroll Section.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. - Specialized Experience: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Supervisory System & Procedures Analyst at the full performance level (GS-09), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience is experience such as controlling dating and maintaining records to ensure audit trail records are accurately maintained. Researching and analyzing data in response to complaints and/or congressional inquiries providing concise reports to management. Interpreting and providing guidance to Civilian Pay Technicians concerning different retirement systems. Responsible for understanding the full range of payroll actions in an automated systems for employees appointed under different personnel systems, which have unique pay account. Working as a liaison with DFAS as it relates to processing timecards, processing pay and leave adjustments, as well as troubleshooting complex issue dealing with pay. (Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week) OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related (Note: You must attach a copy of your transcripts) OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate level education related to the work of a Supervisory System & Procedures Analyst. For example, 6 months of related specialized experience equivalent to the GS-7 (50 percent of the experience required for the GS-09) and 1 year (18 semester hours) of successfully completed graduate education (50 percent of the education requirement for the GS-09).

Responsibilities:
The major duties of this position include, but are not limited to:
Work Schedule: Full-time, Monday-Friday, 8:00am-4:30pm- Responsible for understanding the full range of payroll actions in an automated system for employees appointed under different personnel systems, which have unique pay accounts.
- Technical expert within the Payroll Unit and reviews/advises on highly complex actions that require in-depth analysis relating to retro-active back pay as a result of legal settlements, many going back several years.
- Receives and analyzes problems relating to automated pay applications.
- Works as a liaison with DFAS as it relates to processing timecards, processing pay and leave adjustments, as well as trouble shooting complex issues dealing with pay.
- Responsible for interpreting and providing guidance to the Civilian Pay Technicians concerning different retirement systems.
- Responsible for understanding and providing guidance with regards to pay plans for Title 5, Title 38, Hybrid Title 38 and wage grade employees.
- Controls data and maintains records to ensure audit trail records are accurately maintained.
- Researches and analyzes data in response to complaints and/or congressional inquiries providing concise reports to management.
- Employee will take the appropriate action to correct the errors; and may in the most difficult cases, present findings and recommendations for resolution.
- Conducts studies/audits and works on special projects, which addresses current and retroactive pay problems/issues and works toward the elimination or reduction of similar problems in the future.
- Analyzes various audits in order to identify problems and trends, researches data for comparison analysis.
