Under the direct supervision of the Director of Financial Analysis, the Financial Analyst position is responsible for assistance of all fiscal functions of Victor Community Support Services, Inc. as needed, and for oversight and mentoring of the functional accounting systems of the Victor Administrative office.
Essential Functions
- Performs financial analysis, budgeting, and reporting as needed for ongoing and new contracts, ensuring accuracy and stability of accounting and financial information.
- Coordinates with program and fiscal leadership to develop financial models for use in proposals and new contracts.
- Provides oversight and recommends improvements to internal controls and accounting policy/procedure development.
- Maintains a comprehensive communications network with the programs, fiscal, administrative staff and county personnel in order to facilitate administrative and financial activities.
- Generates annual Cost Reports required by county contracts in timely manner.
- Coordinates with accounting staff, programs and county personnel ensuring timely payment of accounts receivable.
- Contract monitor for county contracts to ensure compliance with fiscal requirements.
- Works with Director of Financial Analysis, Regional and Executive Directors on developing and implementing annual budget process and updating annual budget numbers in accounting system.
- Works as liaison with independent auditors for annual audit.
- Coordinates and oversees county, state and federal fiscal audits.
- Completes other duties as assigned.
- Must possess a Bachelors’ degree in Accounting or Finance from an accredited college and one year of Financial Analysis experience.
- Must have knowledge of the English language.
- Must have basic knowledge related to modern principles of management.
- Must have knowledge of PC hardware and software operations and applications.
- Must possess a valid California driver’s license, personal automobile insurance, and driving record that meets the standards outlined in the Agency's Personnel Policy: Motor Vehicle Operating Standards.
- Must be physically and mentally fit in accordance with the Agency’s Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB) test, and drug screening test.
- Must be willing to complete a personal background investigation conducted by the State of California.
- Must be willing to work within a culturally integrated workplace and be willing to respect human differences based upon protected classes as defined by state, federal and local laws, or any other condition that distinguishes people from one another.
- Have an adequate range of body motion and mobility to work in an office or outdoor environment including standing and walking (even and uneven surfaces), alternating between standing and sitting for extended periods of time, bending, kneeling, twisting, reaching balancing and occasional carrying and lifting up to 25 pounds occasionally, and up to 10 pounds frequently.
- Physically able to walk up and down stairs routinely.
- Must be able to sit for prolonged periods of time in a vehicle (may be up to 100 miles driving distance).
- Requires the ability to utilize computer and telephone systems, which includes the coordination of eye and hand and fine manipulation by the hands and fingers for typing, writing and working with files.
