Deputy Regional Operations Manager

Vighter LLC is recruiting for a Deputy Regional Operations Manager this position is to direct, plan, organize and coordinate a full range of contractor employee functions and programs, within an assigned DHS/CBP sector, to ensure medical support is adequately meeting requirements at the various Border Patrol Stations (BPS), Field Offices (FO) and any temporary DHS/CBP facilities (e.g., soft sided facilities) in coordination with the DHS/CBP Sector leadership, the COR, CO and OCMO medical staff. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females.

 

Mission

CBPs Office of the Chief Medical Office (OCMO) employs a family medicine model to provide frontline medical care for persons in CBP custody. This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners), clinical support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants), and other support staff (Patient Safety Risk Managers and Electronic Health Records Specialists). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. OCMO is committed to ensuring a system of care that is ethical, responsible, and accountable through surveillance and monitoring activities that are in place.

 

Basic Requirements:

  • Knowledge of employment policies, procedures and regulatory standards governing human resources administration.
  • Knowledge of unemployment compensation, insurance programs, and employee benefits.
  • Ability to utilize a variety of word processing, presentation, and spreadsheet software.
  • Ability to maintain accurate employee records and generate periodic reports.
  • Ability to organize and prioritize workloads.
  • Competency in relationship building, coaching and problem solving.
  • Ability to identify strengths and deficiencies in established policies and procedures, research alternatives, and develop recommendations for improving administration or operations.
  • Ability to work independently under limited supervision on moderately complex an analytical human resource management issues.
  • Ability to maintain professional discretion in processing matters of a sensitive or confidential nature from both a legal and professionally ethical perspective.

 

Education/Training:

  • Bachelor’s degree in Human Resources, Public Administration or related field.
  • Five (5) years of experience, preferably in the public sector.

 

Duties and Responsibilities:

  • Provides oversight and performs direct supervision of Deputy Regional Managers, Regional Supervising Physicians, Regional Patient Safety Risk Manager, Regional Pediatric Advisor, Business Assistants, Regional Travel Coordinators and Sector Operation Managers to ensure adequate medical staffing and medical activities are conducted IAW the SOW.
  • As directed by the COR, CO and OCMO medical staff, and in coordination with the Sector Operation Managers, select and direct, as required, contract medical staff to operate in other assigned locations, as needed and directed, to augment medical support to those DHS/CBP locations experiencing increased or anticipated increased medical encounters with migrants.
  • Ensure, in coordination with Sector Operation Managers, that the contract medical staff have the adequate size facilities, equipment, supplies, training and other requirements, to provide the required medical support IAW SOW.
  • Determine, in coordination with the National Program Director, OCMO medical staff, CO, and COR, the minimum number of medical providers (e.g., physicians, physician assistants, nurse practitioners) and minimum number of medical support staff (e.g., emergency medical technicians, registered nurses, certified nursing assistants) for each DHS/CBP facility to adequately provide medical support, IAW the SOW.
  • Ensure Sector Managers are effectively providing adequate supervisory control and oversight for their assigned medical staffs IAW SOW.
  • Consistently track medical staff numbers, by providers and support staff, currently available at any given time to adequately provide medical support in all Sectors (and by specific DHS/CBP facility)
  • Share consistently, no less than weekly, the current available medical staff numbers (by Sector and by DHS/CBP locations in each Sector) with National Program Director of the contract company, CO, COR and OCMO medical staff.
  • Develop on a consistent basis, no less than weekly, a priority list of DHS/CBP facilities and Sectors where contract medical staff vacancies exist (based on the available staff in those facilities and the adequate numbers required to provide medical support)
  • Completes all annual training as directed
  • May be required to travel
  • May be required to serve at various medical units within sector/region
  • Flexible scheduling and overtime are optional, as available
  • Duties will be performed on-site at medical units, which may rotate within a specific region or sector
  • Limited telework may be considered for certain oversight positions
  • May be required to travel to CBP headquarters for meetings or as needed
  • May be required to serve at various medical units within sector/region as requested by CBP or OCMO
  • Will effectively create spreadsheets, diagrams, PowerPoint presentations, and other forms of training or reporting, using Microsoft Office or other technology-based software
  • Creates other ad hoc reports and summaries, as needed, or requested by CBP, COR, or OCMO
  • Works with OCMO to review and clarify any reporting requirements, address any auditing concerns or findings as needed
  • Performs other duties and responsibilities as assigned

 

Supervisory Controls:

  • Works under the administrative direction of the National Deputy Program Director, or in their absence the National Program Director.
  • Works under the clinical supervision and/or direction of the National Medical Director.
  • In this position, the employee will serve as a contractor to the federal government and does not have any federal authority or rights.

 

Physical Demands:

  • Able to walk, stand, bend, or sit for extended periods.
  • Able to reach to retrieve documents or supplies.
  • Able to carry materials and/or file boxes up to 30 pounds on an infrequent basis, or assist patients into/out of a wheelchair
  • Must be capable of standing on hard surfaces (cement floors) for long periods of time
  • Must perform the duties in a stressful and often austere environment without physical limitation
