Nurse Practitioner - Eagle Pass South BPS

Vighter LLC is seeking a Nurse Practitioner who will be working alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females.

 

MISSION
CBPs Office of the Chief Medical Office (OCMO) employs a family medicine model to provide frontline medical care for persons in CBP custody. This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. OCMO is committed to ensuring a system of care that is ethical, responsible, and accountable through surveillance and monitoring activities that are in place.


BASIC REQUIREMENTS
Licensure/Certification:
1. Candidates must have an unrestricted, current Registered Nurse license and Advanced Practice Registered Nurse license valid in the location in which duty will be performed. Any license changes must immediately be reported to the employer. A temporary license will not be accepted.
2. Board Certification by the American Nurses Credentialing Center (ANCC), American Association of Nurse Practitioners (AANP) Certification, Pediatric Nursing (PCNB) Certification, National Certification Corporation (NCC) certification, American Academy of Nurse Practitioners Certification Board (AANPCB), or the American Association of Critical Care Nurses (AACN) is required and must be maintained, and all obligations fulfilled.
4. Licensure/certification must be maintained current, and any required education, trainings, continued education to maintain licensure must be completed within the required timeline for completion by the licensing/certifying authority.
5. Candidate should not have had any professional licensure/certification withheld, suspended, revoked, or denied, and the candidate must not have surrendered or allowed a licensure/certification to have expired or lapsed because of an investigation or disciplinary action. Any National Practitioner Database finding will be reviewed on a case-by-case basis.

6. Candidate must not have been convicted of, pled guilty to, pled nolo contender to, or received probation before judgement for any crime other than a minor traffic violation, the record of which has not been expunged.
7. Basic Life Support (BLS) Certification must be from one of the following approved organizations:
a. American Heart Association (AHA) BLS for health care providers
b. American Heart Association Advanced Cardiac Life Support (ACLS), if applicable
c. American Red Cross CPR/BLS for the professional rescuer
d. American Safety and Health Institute (ASHI) CPR and AED for healthcare providers and professional responders
i. Course components must include Adult, Pediatric, and Infant CPR, Foreign Body Airway Obstruction, and Automatic Defibrillator (AED) proficiency
ii. Applicant/ Employee must be certified upon hire and may also be a certified instructor
iii. BLS/CPR must be renewed prior to expiration date, and always kept in an active status

9. This position does not require privileging by CBP.
10. Bilingual in English and Spanish encouraged, but not required.


Education/Experience:
1. Graduate from an accredited Nurse Practitioner Program located in a State, the District of Columbia, or a U.S. territory. The degree issuing institution and/or program must be accredited by an entity recognized by the U.S. Department of Education.
2. Must have a minimum of one year of clinical provider experience in direct patient care as a certified nurse practitioner.
3. Experience in detention/correctional healthcare, ambulatory care, or a pediatric care setting encouraged, but not required.


Duties and Responsibilities:
1. Provides direct care, within their scope of practice, to patients, including children, pregnant women, and adults, to include emergency and urgent care.
2. Consults with the Supervising Physician, Physician, or Pediatric Advisor for complex medical, pediatric, or psychiatric patients, completes orders recommended/authorized by the physician.
3. Performs history and physical assessment, behavioral health care, minor outpatient procedures, patient education, and refers any care beyond the scope of the medical unit to local medical facilities emergency departments or urgent care centers.
4. Performs vital signs electronically and manually, as indicated.
5. Ability to apply professional principles, procedures, and techniques for Nurse Practitioners in patient care.
6. Knowledge of drugs and therapeutics when prescribing and dispensing medication.
7. Maintains compliance with DHS and CBP policies and any overriding accreditation standards that may apply.

8. Ability to properly use equipment and supplies in simple diagnostic and treatment procedures.
9. Works within their Scope of Practice, facility Standing Orders/Standing Operating Procedures and protocols, and within the Collaborative Agreement.
10. Maintains patient confidentiality and privacy of medical records, complies with HIPAA regulations, performs record keeping functions in accordance with program policies and the system of records management.
11. Maintains non-involvement in the security aspect of patient care and custody.
12. Attends all general staff meetings during duty hours and participates with medical quality management initiatives and reviews as applicable.
13. Assures a safe and clean working environment and assists in the disposal of biologically hazardous waste on a regular basis, adheres to universal precautions, and takes appropriate infection control precautions.
14. Completes all annual trainings as required, or any additional training as assigned.
15. May be required to travel short notice.
16. May be required to serve in various medical units within the sector/region.
17. Duties will be performed on-site at medical units, flexible scheduling and overtime are optional, as available.
18. All medical documentation will be signed and dated, whether electronic or paper.
19. Participates with the Peer Review process, performs chart reviews as assigned, and assists with orienting new PAs or nurse practitioners, as assigned.
20. Provides clinical oversight of support staff as needed, to include nurses, certified nursing assistants, certified medical assistants, emergency medical technicians, and paramedics.
21. Communicates an end of shift report to the oncoming shift.
22. Participates in Medical Quality Management/Quality Assurance/Risk Management activities and initiatives as needed.
23. Provides emergency care to employees or visitors for life, death, or loss of sight/limb situations until Emergency Medical Services arrive.
24. Performs other duties and responsibilities as assigned.


Supervisory Controls:
1. Works under the administrative direction of a Physician, the Physician Supervisor, Pediatric Advisor, or in their absence the Deputy Medical Director.
2. Works under the clinical supervision and/or direction of the Physician, Physician Supervisor, or the Pediatric Advisor if applicant is a pediatric nurse practitioner, or in their absence, the Deputy Medical Director.
3. In this position, the employee will serve as a contractor to the federal government and does not have any federal authority or rights.


Physical Demands:
1. Able to walk, stand, bend, or sit for extended periods.
2. Able to reach to retrieve documents or supplies.
3. Able to carry materials and/or file boxes up to 30 pounds on an infrequent basis or assist patients into/out of a wheelchair.
4. Must be capable of standing on hard surfaces (cement floors) for long periods.

5. Must perform the duties in a stressful and often austere environment without physical limitations.
6. Must be able to respond to a medical emergency and perform BLS/CPR, as needed.
