POSITION SUMMARY:

Under limited direction, this position is responsible for administering property control program activities to ensure continual accountability of Government Property in accordance with applicable government regulations, contractual compliance, and corporate policy. This position maintains Government Property accountability records, determines Government Property condition, and arranges disposal of surplus or obsolete government material or equipment. May serve as a consultant to management and external spokesman for the organization on major matters involving Government Property.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Manage Government Property program to ensure conformance and compliance with government Federal Acquisition Requirements (FAR), various FAR supplements, and industry best practices.
  • Maintain an awareness of regulatory changes and their impact on Government Property requirements.
  • Assist in the review of contract and solicitation provisions for Government Property requirements, providing recommendations to project, contract, and proposal managers as applicable.
  • Work with Project and Quality personnel to ensure government furnished property is accurately identified and meets contractual requirements.
  • Establish and manage complete and accurate Government Property records.
  • Ensure proper authorization is granted for use of Government Property.
  • Initiate and obtain proper authorization for disposal of Government Property.
  • Prepare and represent the company for Government Property audits and initiate responses to audit findings.
  • Develop and maintain procedures for Government Property.
  • Prepare and provide a variety of reports.
  • Identify Government Property issues and assist leadership in the development of innovative solutions to highly complex problems.
  • Develop and implement property management system for all Clackamas divisions.
  • Keep up to date on industry best practices and most current developments in Government Property administration.
  • Work with other departments to coordinate Government Property administration issues.
  • Assist in the development, delivery and documentation of curriculum related to Government Property management and administration.

EDUCATION/EXPERIENCE, CERTIFICATES, LICENSES AND REGISTRATION:

  • Minimum of 5 years' related experience in a manufacturing/construction environment is required.
  • Business related Bachelor Degree, preferred.
  • Experience in Aerospace, Nuclear, or other heavily regulated environment is preferred.

KNOWLEDGE SKILLS AND ABILITIES:

  • Ability and experience working with minimal supervision.
  • Strong interpersonal skills and aptitude to work with others in a positive and collaborative manner.
  • Must have an in depth understanding of Government Property administration principles, theories and concepts.
  • Ability to exercise independent problem solving skills in resolving a variety of complex tasks and issues.
  • Strong understanding of company goals, objectives, values and behaviors and ability to apply them when resolving a variety of problems and communication and champion them through action and word.
  • Organized and proficient in managing several priorities with competing deadlines.
  • Excellent attention to detail.
  • Must have strong PC/typing skills. Proficient in MS Office applications and Adobe Acrobat is required.

SUPERVISORY RESPONSIBILITY: This position may indirectly or directly supervise individuals involved in Government Property.

INTERPERSONAL CONTACTS: The position is expected to interact with employees at all levels throughout the company as well as with customers, the public and others encountered in the course of the work.

PHYSICAL DEMANDS: Work is conducted in a dynamic, fast-paced office setting. The individual may be required to be in production areas in the yard. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders and may be required to lift up to 20 pounds. He/she may be required to work more than 8-hour shifts and weekend work. There may be local travel up to 10% and out-of-town travel (including air travel) up to 5% of the time with notice. WORK ENVIRONMENT: While in production areas, will be exposed to all weather conditions, noise, dusts and odors. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
