The Zoning Officer is appointed by the Village Manager and reports directly to the Assistant Village Manager/Director of Community Development. Incumbent is responsible for enforcing the zoning regulations adopted by the Village. SUPERVISION RECEIVED Under the oversight and direction of the Assistant Village Manager/Director of Community Development, the incumbent receives very general guidance with respect to overall objectives; work is usually quite independent of others; incumbent operates within departmental policy guidelines using independent judgment in achieving assigned objectives. SUPERVISION EXERCISED None.1. General oversight of all planning and zoning matters, including, but not limited to: a. Involvement in development and periodic updating of a comprehensive plan for the Village; b. Reviewing all building permits to determine compatibility with the Village's Zoning Ordinance; c. Interpreting the zoning regulations adopted by the Village; d. Providing public information on the provisions of the Village zoning regulations; e. Processing and forwarding to the Plan Commission/Zoning Board of Appeals applications for appeals, variations, special uses, map or text amendments or other matters on which the Plan Commission/Zoning Board of Appeals is required to review pursuant to law, or the Village's zoning regulations; f. Reviewing and preparing recommendations on all matters going before the Plan Commission/Zoning Board of Appeals and otherwise assisting the Plan Commission/Zoning Board of Appeals in the administration of its duties and responsibilities; reporting findings to the Village Board. g. Maintaining possession of appropriate records and files pertaining to the zoning regulations of the Village, including but not limited to, zoning maps, amendments, special uses, variations and appeals; ensuring annual adoption of the Zoning map by the Village Board. h. Acting as Zoning Administrator Assistant and carrying out the powers and duties of the Zoning Administrator as set forth in the Village's zoning regulations in the absence of the Zoning Administrator. 2. Represent the Village to other departments, elected officials, business organizations, community organizations, and outside agencies. 3. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community and economic development. 4. Preparation of county permits and US Census monthly reports. 5. Inputting data into Web Q&A and monitoring same with a goal toward closing out task in a timely manner. 6. Processing and forwarding to the Historic Preservation Commission applications for landmark status and certificate of appropriateness according to the Village Code. Attending meetings and serving as staff liaison. Reporting findings to the Village Board or other appropriate superior bodies. 7. Providing staff assistance to the Environmental and Beautification Commission. Attending meetings and serving as staff liaison. Reporting findings to the Village Board as appropriate. 8. Coordinating the Village's Community Development Block Grant application, following direction from the Village Board and award by Cook County; to ensure appropriate reporting and processing of payment requests. 9. Provide oversight on Village's special event permit process. 10. Coordinates miscellaneous grants related to community development. 11. Other duties and responsibilities as directed by the Assistant Village Manager/Director of Community Development and/or the Village Manager.- Knowledge and Skills 1. Principles and practices of site plan review, including business, commercial and residential properties. 2. Experience working with Zoning codes and municipalities. 3. Strong background in public administration, planning, project management, building, and/or architecture. 4. Experience with conducting inspections, plan reviews and issuing permits. 5. Knowledge of municipal Code and zoning regulations, policies and procedures. 6. Excellent communication, interpersonal and writing skills; excellent conflict resolution skills. 7. Must be public-service oriented and detail-oriented. 8. Extensive initiative and independent judgment, critical thinking and problem solving skills. 9. Good computer, database and GIS skills; good working knowledge of Microsoft Word and Excel. 10. Flexible work schedule. - Ability to: 1. Establish and maintain effective working relationships with Village personnel, the citizens, businesses and others. 2. Review and analyze work requirements and deadlines and recommend and implement appropriate action, resolve zoning issues and procedural problems and any conflicts, errors or discrepancies. 3. Attend Village Board meetings, community meetings, zoning and planning meetings and other job-related functions if required to do so (including minutes and/or finding of facts). 4. Prepare and present clear and concise oral and written communications. 5. Work under pressure and meet deadlines. 6. Understand and apply Village Codes, zoning ordinances, policies and procedures. 7. Maintain confidentiality. EXPERIENCE, EDUCATION AND TRAINING Any combination of education, experience, and training that is equivalent to the employment standard listed above and that provides the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: - Bachelors Degree from an accredited college or university with coursework preferably in urban planning, public administration, construction, zoning, architecture, building, urban and/or regional development or a related field. Demonstrated work experience may be substituted. - Working experience reading blueprints and site plans. - Knowledge of state, local and applicable laws (Legal Aspects of Code Administration) relative to search and seizure, property maintenance and rules of the road. - Three to five years working experience in zoning, plan review, construction, architecture and/or code enforcement. - Working knowledge of governmental operations. - Minimum 3 years of increasingly responsible experience working with a municipality, city, state, federal and/or local government. - Experience working with: officials; organizations; community groups; public and private organizations and consultants (plumbing, electrical, Cook County Department of Public Health). - Bilingual (Spanish) desired.PHYSICAL FACTORS Incumbent works in a temperature-controlled environment where normal conditions of an office environment apply; minimal outdoor exposure to changing weather and occasionally, incumbent is outdoors in an enclosed vehicle protected from extreme weather, performing project management inspections (demo payment request) and inside vacant structure for demolition assessment. Incumbent may be exposed to air contamination such as dust, fumes, and disagreeable odors. ADDITIONAL REQUIREMENTS: • Must live within fifteen (15) miles of the Village of Maywood boundaries • Must pass pre-employment background check, physical examination, and drug and alcohol testing.
