PURPOSE OF THE POSITION:

The Deputy Chief of Fire has the responsibility of performing professional level work in planning, coordinating, monitoring, evaluating and overseeing the operations of all levels of Fire operations provided by Plover Fire Department while ensuring compliance with local regulations and ordinances and applicable state statutes and administrative rules. The Deputy Fire Chief performs a wide variety of fire fighting, rescue, EMS, extrication tools, Haz-Mat and related duties and assisting in the supervision of fire fighting and rescue operations, maintaining operational efficiency of their crews through participation in department training programs and company drills. The Full-time Deputy Fire Chief position serves as the immediate back up to the Fire Chief position. The position is required to perform all duties and responsibilities of the Fire Chief in their absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supervision

  • The Deputy Fire Chief performs a wide variety of fire fighting, rescue, EMS, extrication tools, Haz-Mat and related duties and assisting in the supervision of fire fighting and rescue operations, maintaining operational efficiency of their crews through participation in department training programs and company drills.
  • Assume and carry out staff responsibilities at the fire or emergency scene as assigned by the Fire Chief or his designated representative.
  • Respond to fire, EMS, and emergency alarms, assist driver/operator concerning the route to follow, assist in evaluating the emergency and direct company. Assist in training subordinates during company or department drills, using lectures, practical performance and demonstration.
  • Perform a variety of other duties as directed by Superior Officer or Incident Commander.
  • At his/her discretion delegate these responsibilities and duties to subordinate supervisory or fire fighting personnel following precedence of rank. Maintains a leadership role within the Plover Fire Department (PFD) while exhibiting attributes to include self-motivation, attention to detail and superb organization skills while administering all aspects of the Department.
  • Provides direction to personnel in the administration of all program, along with related training. May supervise employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained and developed, and making hiring, termination and disciplinary recommendations.
  • Participates in internal and external investigations.
  • Responsible for coordination of subordinate supervisory personnel (i.e. Fire & Rescue Assistant Chief, Captain, and Lieutenant) under their direct supervision.

Operations

  • Responsible for filling in for the Fire Chief during any absences.
  • Responsible for assisting the Fire Chief with the coordination of all fire, rescue and EMS related standard operating guidelines (SOG) development, training and deployment;
  • Responsible for coordination of all fire, rescue and EMS equipment preparedness;
  • Responsible for all fire, rescue and EMS related apparatus, equipment and facility maintenance;
  • Responsible for development and delivery of all fire, rescue, and EMS related training both internal and external;
  • Responsible for participating in annual budget development as it relates to fire, rescue and EMS operations;
  • Responsible for responding to as many fire, rescue and EMS related incidents and assuming COMMAND at such incidents;
  • Responsible for ensuring the establishment of Incident Command System (ICS) at all fire, rescue, EMS incidents, including the development and delivery of ICS training to all subordinate members;
  • Responsible for coordination of subordinate supervisory and line personnel (i.e. Deputy Chief, Assistant Chief(s), Captain(s), Lieutenant(s), Firefighter(s) and EMT(s) under their direct supervision;
  • Responsible for supervising all subordinate members and taking corrective action when deemed appropriate;
  • Responsible for maintaining discipline throughout the department. Includes participating in internal and external investigations and recommending appropriate disciplinary measures;

Licensure/ Compliance

  • Ensures that all service personnel are licensed and credentialed as required to perform their duties.
  • Integrates health and safety plans, policies and procedures into daily work activities. Conducts initial accident and incident investigations.

Training

  • Advances the Department through appropriate training by planning, preparing and content that ensures compliance with State and Department programs and requirements.
  • Maintains current and accurate training and evaluation records of all service personnel.
  • Provides vehicle operator training courses.
  • Facilitates training to address performance gaps or opportunities for improvement
  • Ensures that members of the service are trained in and use Incident Command System (ICS) at all incidents.
  • Responds to calls or works as a staff member on the ambulance to conduct periodic evaluations of personnel.
  • Implements community education programs related to injury prevention and emergency care.

MINIMUM REQUIREMENTS:

  • Associates Degree preferred from a regionally accredited institution in emergency services or other related field.
  • Minimum ten (10) years experience in the fire service
  • Minimum of three years of experience in roles of similar responsibilities
  • Current State of Wisconsin Emergency Services Instructor I certification
  • Current State of Wisconsin Fire Inspector certification
  • Current State of Wisconsin Driver/Operator-Ariel certification or ability to obtain within one year of hire.
  • Current State of Wisconsin Fire Officer I certification or ability to obtain within one year of hire.
  • National Incident Management System (NIMS) certifications in ICS-700, 100, 800, 200, 300, 400
  • Possession of a valid Driver's License with the ability to legally operate a motor vehicle within the State of Wisconsin
  • Ability to proficiently utilize technology and software
  • Excellent communication and interpersonal skill

Pay: $72,500.00 - $75,000.00 per year
