The Joint Venture including VINCI (33%), Dragados USA (42%), Flatiron Constructors (25%) has been awarded with a $3.8B design-build contract for the I-64 Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, which is the largest construction contract awarded in the history of the Virginia Department of Transportation (VDOT).

Principal/Essential Duties & Responsibilities:

The Deputy QC Manager will be responsible for tracking planned VS actual in terms of schedule activities, resource allocated and cost invoiced. Main duties and responsibilities as Quality Manager for the I-64 HRBT project will be as follows:

  • Track 4 week lookahead (4WLA) and plan of day activities against allocated QA/QC resource.
  • Coordinate with the Area QC Managers weekly on QC resource allocation to each project area to establish opportunities for optimization
  • Track the QC materials stock against material use and report monthly to QC Manager (QCM).
  • Review correspondence from QA/QC subconsultants and provide draft feedback to QCM.
  • Develop a strong similarity with the contract agreements and Change Orders for all QA/QC subconsultants to support disputes.
  • Review the HRBT Contract Specifications and all other relevant documentation to understand the acceptance criteria for each trade and discipline.
  • Establish a system for periodic review of the project Sharepoint – Quality platform for timely submission for deliverable of QA/QC subconsultants.
  • Verify the Testing Laboratories invoices and advise the QCM of any discrepancies.
  • Verify the QA/QC monthly invoices and advise the QCM of any discrepancies.
  • Review and approve Material Approval Forms, Quality Record Package and As-built Documentation.
  • Review and approve weekly and monthly KPI and Quality Reports and Quality Record Packages.
  • Develop & Monitor Monthly KPIs for planned VS actual staff and cost.
  • Lead the process that support negotiations of claims, manage contractual changes and resolve disputes or conflict resolution with subconsultants.
  • Verify redline plans - sheets for accuracy against the AFC drawings/specs related to RFIs, FCRs, FDCs, NCRs and any other document that may create a need for a mark-up.
  • Oversee redline plan set progress against the working schedule for timely completion
  • Coordinate with responsible Field Engineers (FE) on redline error and oversights within the AFC plans set.
  • Set-up and lead area specific status review meetings with Responsible FEs on redline plans status
  • Performs other related duties as required and assigned.

Education and Experience:

Required

  • Bachelor's Degree in Civil Engineering, Construction Management or a related field required.
  • 20 years relevant years of experience in construction
  • 10 years experience in construction on major projects (valued at $500M )
  • 5 years experience in focusing on analyzing Quality performance using metrics then develop action plans to improve our performance
  • Valid driver s license

Strongly Encouraged:

  • Previous experience in cost coding, cost savings, budget and other project related financial implications
  • Prior experience with Department of Transportation (e.g. Virginia Department of Transportation) quality standards

  • Ability to work independently in a fast-paced environment that may require long hours, including nights and weekends
  • Knowledge of construction scheduling processes and production time management

Physical Requirements:

Required

  • Must be able to climb ladders and stairs.
  • Must be able to work in varied physical environments which include both indoor and outdoor work in the hot and cold.
