Job Description

Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

POSITION SUMMARY:

The Associate Vice President for Finance position will provide strong leadership and sound operational management of college-wide support services in the functional areas of financial reporting, budget and payroll, accounts receivable, revenue collection, cash management, accounts payable, student financials/financial aid, and financial information systems, local funds and investments, workforce, and capital projects for the college. Reporting to the Vice President for Administration and Chief Financial Officer, the Associate Vice President is responsible for preparing financial statements in compliance with state, federal, VCCS, AICPA, and GASB standards, policies, and procedures. Provides direction and oversight of financial compliance (ARMICS), internal controls, and audits. Provides strategic planning and project management for major initiatives and special projects of Financial Services. Serves and Records Manager for the Financial Services area. Serves as security officer/administrator for AIS, Cardinal, CIPPS, eVA, and Reportline. Provide accounting services and support in compliance with the Eastern Shore Community College Memorandum of Understanding. As Comptroller for the college, plans, organizes, and directs the financial accounting, budgeting and reporting for Tidewater Community College’s four campuses, two centers, and district office. The scope of work involves a variety of complex fund types, appropriations, and fiscal functions. Develops, implements, analyzes, and supports college and VCCS financial information systems. Evaluates, recommends, analyzes, and implements college internal controls, policies, and procedures to ensure compliance with all relevant entities. Assists the Vice President for Finance in the development of strategic goals and business plans for the division of Financial Services. Assists the Vice President for Finance with coordination and execution of major initiatives and special projects. Serves as Acting Vice President during his/her absence.

FUNCTIONAL RESPONSIBILITIES:

1. Oversees supervision of all staff and processes in the Office of Finance including hiring, training, evaluating, coaching, and disciplining staff.

2. Formulates short- and long-term goals and objectives to create and maintain an effective and efficient operation within State guidelines.

3. Determines staffing and training needs, hires and assigns staff, and oversees or conducts training.

4. Conducts staff meetings.

5. Administers, interprets, and develops policies, procedures, laws, regulations, and guidelines.

6. Analyzes and resolves complex problems. and monitoring the auxiliary services operations, whether contracted services or in-house operations.

7. Plans, organizes and directs the financial management of the college’s state ($119 million) and local funds ($47 million). Analyzes fiscal requirements and formulates policies and procedures for the college concerning financial reporting, budgeting, revenue (including accounts receivables), expenditures (including Payroll), and cash management.

8. Oversees student payment plans, third party contracts and the distribution of student financial aid in excess of $11 million annually.

9. Advises campus deans and business managers on fiscal policy and assists them in program management, tuition collection, accounts receivable billing, budget administration and other financial matters.

10. Monitors and review programs for compliance with college, state and federal financial policies and procedures and for efficiency.

11. Oversees the implementation of the state and local budgets and maintains the tracking and reporting of those budgets as needed by the college community.

12. Provides timely analysis and interpretation of the financial condition of the college for presentation to President’s Cabinet and other senior management.

13. Directs the preparation of internal and external financial reports and statements for the college involving a variety of complex fund types and appropriations.

14. Coordinates the year-end close process during the fourth quarter of the fiscal year.

15. Coordinates the preparation of year-end financial statements by established deadline.

16. Certifies to the State Comptroller, on a monthly basis, the reconciliation of AIS to CARDINAL by established deadline.

17. Certifies the quarterly accounts receivable report to VCCS by established deadline.

18. Certifies the payroll to Department of Accounts. Coordinates and participates in developing responses to financial surveys received from VCCS, SCHEV, NACUBO, SACUBO, SACS, etc.

19. Provides direction and leadership for the four campus Business Offices.

20. Provides direction and leadership in the management, design, and development of automated financial management systems which support the financial operations of the college.

21. Provides direction and leadership in the oversight of financial compliance and internal controls, and coordinates internal and external audit responses.

22. Prepares Cash Flow reports and prepares Investment reports to reflect the status of current investments, investment income, and to aid the Board in making investment decisions.

23. Liaise with the investment brokers to ensure the Boards decisions are followed.

24. Serves as the Vice President for Finance’s designee for the Financial Services unit with full authority in his/her absence.

KSA's/Required Qualifications
1. Proven ability to lead a complex, large organization’s business and financial functions.

2. Proven ability to use good judgment and finesse to make effective decisions for the college.

3. Considerable knowledge of fund accounting principles and generally accepted accounting principles.

4. Knowledge of financial statement preparation in government and non-profit environments required. Skill in applying this knowledge to the development of new programs and procedures.

5. Ability to manage complex budgets and manage payroll systems for a large complex organization.

6. Demonstrated ability to train and direct the work of others.

7. Strong supervisory skills and the ability to achieve a productive and harmonious work unit.

8. Demonstrated proficiency in word processing, spreadsheet and database software.

9. Knowledge of and ability to use software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.

10. Knowledge of administering and supporting computerized information systems used for financial and accounting applications.

11. Ability to evaluate and recommend internal controls for financial operations.

12. Ability to develop and deliver effective training for information systems and associated business processes.

13. Strong analytical skills.

14. Ability to communicate effectively both orally and in writing.

15. Demonstrated ability to plan and execute job duties with little supervision.

16. Ability to handle multiple priorities and meet reporting deadlines.

17. Experience directing a staff of professional accountants, developing financial statements, and analyzing financial data.

18. Master’s degree from a regionally accredited college or university with major studies in accounting or related field.
