The Business Manager C position functions with a strategic focus on long term issues, a vision for work units and the districts. Characteristics include: Serves in the absence of the Chief Operations Officer (COO) for all non-medical issues, primary spokesperson of business operations for external and internal entities; allocates funding and staffing resources, promotes programs, prepares the budget, manages facilities, manages finances based on management input and keeps the COO informed on actions taken; has overall responsibility to ensure quality assurance in relation to both districts strategic plan, and areas of responsibility.; required to participate in district events, meetings, emergency operations, etc., and may require work during some weekend and/or evening hours.

Hampton and Peninsula Health Districts is comprised of the Cities of Hampton, Newport News, Poquoson, Williamsburg, and Counties of James City and York. The position base is Newport News, but will have responsibilities to serve all sites.

Minimum Qualifications
- Demonstrated ability to effectively and collaboratively work with a wide range of staff and positions, and community partners.
- Working knowledge of the principles and practices of public administration/business management, finance, procurement, contracting, human resources, and facilities management.
- Working knowledge of applicable federal, state, local, and agency regulations, policies, and procedures.
- Demonstrated strong personnel management, financial, presentation, and oral and written communication skills.
- Experience in automation, including spreadsheets and data manipulation/analyses.
- Demonstrated ability to plan, develop, and direct financial and administrative operations with attention to both long-term and short-term strategic planning and needs
- Demonstrated ability to effectively lead and manage supervised staff toward positive programmatic outcomes.
Preferred Qualifications
- Significant senior level administrative management, or public health experience and information, as well as experience with the Incident Command System (ICS), is preferred.
- Master’s Degree in Business Administration or related field or equivalent work experience preferred.
- Prefer VCA.
