This position is primarily responsible for gathering, analyzing, and documenting business needs and requirements around projects, issues, or change requests, and then communicating that information to technical staff and management. Additionally, the position will also help coordinate developer efforts with the projects being worked on by the team and will work with developers to assist with the functional and technical design of the system, user acceptance testing, and also help with the creation and maintenance of online user help and system documentation.

Minimum Qualifications
- Working experience or knowledge of object-oriented analysis and design.
- Working experience or knowledge of design and development of applications.
- Working experience or knowledge and skill with system development methodologies including Agile and Waterfall.
- Technical writing skills for preparation of accurate and timely documentation.
- Effective communication, presentation, and reasoning skills, with the ability to work well in a team oriented, collaborative environment, and with users across all levels of experience.
- Experience with functioning independently or with limited supervision, and meeting approved development schedules.
- Ability to apply knowledge learned through reading technical manuals, documentation and through outside research.
- Working knowledge of MS Office suite of tools.
Preferred Qualifications
- Experience with application support and troubleshooting
- Experience serving on projects of varying scope and complexity
- Experience using Visual Studio and the .NET Framework
- Experience with Team Foundation Server/Azure DevOps Server
- Knowledge of DMV ITS policies and procedures, including SEC-501
- Knowledge of:
o DMV Information Systems
o DMV policies and procedures
o DMV & ITS administrative systems
o ITS Policies and procedures
o Windows O/S
o CSS Mainframe system and ADABAS/Natural programming language
- PMP Certification preferred
