The Virginia State Police is seeking qualified applicants for a Business Systems Analyst position in the Human Resources Division, located in North Chesterfield, Virginia. This position provides technical and operational support to ensure the reliability and accuracy of the Human Resources Division’s (HR) business applications by documenting and managing business rules and requirements; extracting and analyzing data; recommending process improvements; managing user reported issues and functioning as an OEBS application administrator; performing and managing user acceptance testing; performing data synchronization between OEBS and the DHRM legacy systems; and assisting with the conversion to Cardinal HCM during and after system migration. This is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities.
DUTIES:
- Analyzes users’ needs/requests; determines options for transforming desired changes into functional designs; and provides technical expertise in the design, testing and implementation of system enhancements. Elicits and documents requirements, analyzes system deficiencies and recommends improvements. Performs systems analysis tasks including project identification, requirements definition, conceptual design, detail design, conversion planning, implementation planning, production troubleshooting, system administration and documentation. Reviews HR processes and procedures to determine opportunities for improvement. Develops functional expertise of organizational units supported.
- Works with HR business users to provide technical assistance in the identification and resolution of application problems. Ensures that all assigned applications are monitored on a timely basis and proposes corrective measures and strategies to ensure optimal system functionality. Addresses problems in a timely manner providing accurate solutions according to Departmental standards. Communicates effectively with users, co-workers and external entities to resolve system problems and address user requests for service.
- Responsible for ensuring quality deliverables that satisfy the requirements and needs of the organizational unit(s) supported. Tracks progress of small projects and reports status to supervisor. Monitors compliance with standards and obtains timely user sign-off/acceptance.
- Maintains knowledge and awareness of current trends in HR, Oracle E-Business, Perceptive Content and Cardinal HCM, as well as state and Department policies and procedures. Continuously improves business analysis and Agile/Scrum knowledge, tools and techniques.
- May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
