VISTA Technology Services, Inc. (VISTA) is seeking a Contracts Specialist to support NAVSEA customer located at the Washington Navy yard. This is a remote position reporting as needed. The ideal candidate will be self-motivated, results-oriented and provide contract management support to PMS 401 in all aspects of submarine sonar hull sensor’s delivery and installation and support.
Responsibilities:
- Provide direct support to the Submarine Acoustics Acquisition Manager and Contracting Officer’s Representatives (COR) in the areas of procurement and contracting
- Develop procurement request packages, track of program execution by appropriations and performers
- Maintain contract database and track program execution status;
- Generate contract action status reports, correspondence, and documentation, and provide responses to PMS401 and NAVSEA data calls
- Ensure timely submission of Procurement Requests, Technical Instructions (TI), contract Statements of Work (SOW), Contract Data Requirements Lists (CDRL), Standard Procurement System (SPS) support
- Provide inputs to contract modifications and briefings
- Track Periods of Performance for TIs
- Monitor Contract Line Item Number totals
- Analyze Contractor Funds and Man-hour CDRL submittals
- Participate in meetings on matters pertaining to Navy contract management or execution, Integrated Product Team meetings, and Program Status Reviews
- Support the development of plans to streamline sonar sensor contracting and acquisitions for follow on tasking
Qualifications:
- Bachelor’s degree and 5 years' contracting experience to include, but not limited to, drafting and modifying contracts, tasks orders, work requests, and statements of work
- 2 years' project/program management experience
- Proficiency with MS Word, Power Point and Excel
- Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS), principles of acquisition planning, and requirements necessary to accomplish assigned duties.
- Expertise sharing, organizing, and storing information via Microsoft SharePoint.
- Excellent communications skills, oral and written. May be required to speak publicly.
- Must be proactive, possess the ability to work in a fast paced/high demand environment, work well independently and in a team environment, and possess the ability to maintain a high level of high performance in stressful environments.
- Ability to support the client during planned and ADHOC meetings
- Active and Final DoD Secret clearance
Additional (Highly Desired) Qualifications:
- Experience with managing purchase request (PR) via Systems Product Solutions (SPS) or any other managing tool
- Basic familiarity with NAVSEA submarine program offices
- Experience working in a naval shipyard environment
- Experience as a technical acquisition writer for the US Navy or any other branch of the DoD
