PRIMARY PURPOSE:
Under limited direction, this position leads others, defines and manages cost containment initiatives, implements improvements to processes and, identifies opportunities to improve technologies. Supports and collaborates on sourcing initiatives to ensure proper contract execution.

DUTIES AND RESPONSIBILITIES:
Performs all assigned duties in compliance with internal SOPs and external regulations. Brings compliance issues to the attention of management.

Assures quality customer service to all customers.

Recruits, hires, supervises, trains, develops, and evaluates performance of assigned personnel. Identifies and effectively resolves personnel issues.

Identifies, leads, develops, and implements opportunities to support purchasing optimization through a structured and system driven methodology.

Assesses internal product requirements and collaborates with sourcing and all other cross functional stakeholders to ensure coordination of material flow and all required resources to create the best value for VTL.

Identifies the most cost-effective means of securing non-contracted products/services, preparing RFQ documents, facilitating cross-functional meetings, involving suppliers, and supporting the sourcing team through the negotiation of contracts to create the best value for VTL.

Creates, develops and maintains the purchase order process to include a supplier scorecard program communication document, RFQ tools, reporting plans, and other templates that improve and standardize processes across VTL.

Manages and resolves complex Supply Chain problems and provides solutions based on best practices and world-class supply chain principles.

Develops and implements operational tools for buyers to proactively manage workload and field communication through analysis of business challenges and opportunities. Works with senior leadership to define the scope and timing for critical initiatives.

Creates improve analytical and reporting capabilities to assess category and supplier performance data. Manages and leads the process for continuous improvement opportunities in collaboration with suppliers, the warehouse team, and the accounts payable team to ensure business continuity. Defines the timing and content of the analytics to provide maximum value to the organization.

Manages supplier contract compliance, communicates non-compliance to sourcing team and stake holders to drive organizational behaviors to achieve best value for VTL.

Supervises daily work and performs annual performance evaluations of department Sourcing Specialists. Conducts periodic coaching and engagement discussions to foster high performance across the team.

Supports financial and accounting activities such as annual budgeting, expense tracking, evaluation of business opportunities and development of annual operational excellence initiatives to drive value.

Leads Operational Excellence (OE) initiatives and supervises the execution of OE initiatives by others.

Performs all other duties, at the discretion of management, as assigned.

REQUIREMENTS:

Knowledge/Education
Bachelor's degree or equivalent combination of education and experience required.
Master's degree preferred.

Licenses/Certifications
CPM (Certified Purchasing Manager) or CPSM (Certified Professional in Supply Management) preferred.
Experience in healthcare Supply Chain Management environment preferred.

Experience
Five years of purchasing experience required. To include:
  • Two years supervisory experience.
Experience in healthcare Supply Chain management environment preferred.

Ability to work in a team environment and participate as an active member of management.
Ability to establish priorities and follow through on projects, paying close attention to detail with minimal supervision.
