About the Mission You Will Join:
The team supporting the EPA Office of Transportation and Air Quality (OTAQ) Fuels IT systems is seeking an Environmental Analyst to support their industry fuel registration, reporting and compliance activities.
Your Impact to the Mission:
VMD is seeking a people-oriented problem solver to provide specialized support for the U.S. Environmental Protection Agency (EPA). The work setting will be primarily remote, but the candidate must be able to provide support onsite at EPA Headquarters in Washington, DC on occasion as the project demands.
In this Environment Analyst role, you will assist the EPA with reviewing materials submitted by regulated parties in the transportation fuel industry, with responding to industry inquiries on regulatory matters, and with supporting the use of IT systems for complying with the EPA Fuels program.
To succeed, you must develop a deep knowledge of the regulations, guidance, policies, and use of the IT systems related to EPA programs for transportation fuel and be able to communicate on these subjects clearly and concisely with stakeholders. Communication and outreach take place through various methods including a Jira Service Desk management inquiry system, email, phone, and the use of guidance documents, tutorials, web pages, webinars, and meetings.
Responsibilities:
- Review registration, reporting, and transaction compliance submissions, perform some data entry, and execute other miscellaneous tasks as requested by client
- Analyze and interpret information and questions submitted by industry stakeholders regarding IT systems, operations, and policies within the Programs
- Develop and follow standard operating procedures
- Analyze data and stakeholder input and develop observations and findings to aid in decision-making
- Identify functional requirements through process analysis, review of documents and procedures, and interviews and meetings with stakeholders
- Clearly and concisely communicate with the systems development team regarding industry issues and requests. Assist the development team in troubleshooting as needed
- Support business operations development
- Conduct industry stakeholder outreach to relay new or existing guidance
- Draft reports summarizing support team activity
- Integrate feedback and revisions into all work products
Experience Needed to Be Successful:
- BA or equivalent and 0-3 yrs. related experience, or MA degree
- Comfortable working with end clients and providing customer support
- Have strong writing and communication skills, strong analytical skill, and be a fast learner with web-based IT systems and applications.
- Able to work on multiple projects simultaneously and be able to work closely with a team both in a remote and team-room environment.
- The successful candidate will be a self-starter who can manage his/her own work and help other team members with their tasks.
- Knowledge of business process analysis
- High degree of comfort with analytical tasks
- Ability to multi-task
- Comfort in working with systems.
Desired Qualifications and Experience:
- Preferable – some experience with database query techniques and languages
- Highly desirable - an interest in renewable fuel, protection of the environment, or environmental policy
- Familiarity with the following regulations: 40 CFR Parts 79, 80, and 1090, Fuels and Fuel Additives or Renewable Fuel Standard
