What are the responsibilities and job description for the Director, Benefits position at VNS Health?
Assures the accurate, timely and compliant operation and administration of all VNS Health and its affiliates benefit plans and programs which include ERISA Plans (Pension, thrift, tax-sheltered annuities, flexible spending accounts, health, prescription, dental, vision, group life insurance, severance, and long-term disability), Payroll Practices (Long-term care, short-term disability, 403(b) programs, Transit Programs, supplemental life, and supplemental short-term disability), Voluntary Programs (Supplemental Life Insurance, supplemental short-term disability, and long-term care), and Executive programs ( Medical Care at Home Chief Executive Officer and President's Supplemental Retirement Plan; Medical Care at Home Supplemental Executive Retirement Plan and Medical Care at Home Compensation Deferral Plan (457(b)). Also oversees Self-Insured Workers' Compensation program, Leaves of Absences (including FMLA), COBRA administration, and HIPAA compliance for the Health Plan. Works under minimal direction.
Responsibilities
• Directs and oversees plan design, documentation (plan documents, summary plan descriptions, board resolutions & plan amendments), employee communication, and administration for all benefit plans, programs and policies. Also oversees vendor management, dispute resolution, cost accounting, forecasting, data analysis, and expense distribution among SBUs.
• Oversees federal filings and ensures all benefit program comply with federal, IRS, state and city regulations.
• Develops written procedures for the benefits area.
• Develops and adjusts fringe benefit budgetary projections for VNS Health and subsidiaries, as required for all benefit programs.
• Negotiates with insurance carriers and/or consultants to ensure that all benefit programs are provided in the most cost efficient manner. Ensures all benefit programs contain appropriate cost containment features.
• Represents the Agency and/or Department on selected committees and participates in outside organizations devoted to the benefits profession.
• Performs all duties inherent in a senior managerial role. Approves staff training, hiring, promotions, development, terminations and salary actions, and prepares and ensures adherence to the department budget.
• Participates in special projects and performs other duties as assigned.
Qualifications
Education:
Bachelor's Degree in Human Resources or business related field required
Work Experience:
Minimum of eight years of experience in the benefits profession, which includes development and planning of benefit program policies and design required
Demonstrated experience managing all benefit programs, including pension and savings plans required
Proficiency with personal computers including MS Office, Word and Excel required
