Shift: flexible, generally Monday - Friday, 8:00am - 4:30pm, some weekends or evenings as needs arise

VGS is a highly acclaimed, successful, private, not-for-profit 501(c)(3) vocational rehabilitation agency with over 130 years of dedicated experience serving persons with disabilities or other barriers to employment. We are currently seeking to hire a Director of Vocational Services that will be responsible for planning, coordinating, directing all aspects of Vocational Services. Works as a primary liaison to referral sources, as well as market all vocational rehabilitation services programs and encourage program advancement. Ensure all areas are performed in the highest quality and most efficient manner consistent with budget. Current service areas include Cuyahoga, Lorain, Lake, and Portage Counties. Potential to expand to surrounding counties.
Specific job duties include the following:

Responsible for the administrative supervision of the VRP3 project, Developmental Services, Rehabilitation Services, Occupational Skills Training Programs, Work Adjustment, Work Evaluation, program development, outcomes, sales and marketing and staff. Also responsible for developing and implementing standardized procedures to assist all departments in providing effective, efficient, and supportive services which meet the mission of the agency.

Conducts needs analysis studies and confers with managers and supervisors to determine training needs.

In consultation with Chief Operations Office compiles data and analyzes past and current year training requirements to prepare budgets and justify funds requested.

Develops, implements and maintains the proper procedures and controls to effectively carry on the following systems: Fiscal (i.e. payroll, purchasing, budgeting, etc); Operations (safety, marketing and sales, personnel, filing) and Developmental (grant writing, program development, etc)

Develop and prepare proposals, grants, etc. seeking funding for continuation or expansion of rehabilitation services programs.

Formulates Vocational Rehabilitation policies, programs, and schedules, based on knowledge of identified training needs, business systems, or changes in programs, procedures, or services.

Responsible for developing budgets and consistently operating within that budget.

Insures all billings are accurate and timely.

Responsible for maintaining all compliance components are met and assist with audits/reviews from Medicaid, CARF, SourceAmerica and AbilityOne Commission.

Organizes and develops rehabilitation services manuals, reference library, testing and evaluation procedures, multimedia visual aids, and other educational materials.

In close consultation with and under the supervision of the Chief Operation Officer, solicit, evaluate, hire, promote, transfer, and terminate assigned staff.

Trains assigned instructors and supervisory personnel in effective techniques for training, such as new employee's orientation, on-the-job training, sales techniques, health and safety practices, management development and adaptation to changes in policies, procedures and technologies.

Organizes, coordinates and administers rehabilitation staff in-service days three times per year.

Researches and selects outside consultants and trainers to conduct training in specific topics to meet the need of annual training, professional development, staff enlightenment, health and safety.

Serves on Leadership Team.

Maintains records and prepares statistical reports to evaluate performance of instructors and monitor progress of trainees.

Maintain a positive work atmosphere by behaving and communicating in a manner that gets along with customers, clients, consumer, vendors, co-workers, and supervisors.

Develops an adequately trained “back-up” person suitable to the COO, with a skill level capable of being promoted to the incumbent’s position.

Responsible for following agency safety policies and maintaining a safe work environment.

Regular attendance.

Engage in partnerships, collaborative, and initiatives with internal and external entities which encourage inclusion and equality for individuals served and promote positive social change in alignment with the agency’s mission.

Engages in tangible, definable, mutually beneficial cooperative activities with other units within the Agency.

Directly supervises 8 staff and indirectly supervises all rehab staff.
Qualifications

Master’s Degree in Business, Human Resources, Education, or related field (e.g. Counseling, Social Work, Psychology, Sociology, Special Education, Communication Disorders, Human Services)

Current certification as a Certified Rehabilitation Counselor (CRC) preferred.

Three to five years related experience.

Supervisory experience to include supervision of five or more personnel including hiring, training, goal setting, motivation, job performance assessment, corrective action, conflict resolution and discipline.
