Senior Program Analyst, Strategic Planning Locations: DC Metro Area/Washington Navy Yard Clearance: Secret Years of Experience: 10 years of experience, 5 years of supervisory experience Degree: BA/BS in related field OR 7-10 years of Strategic Planning experience and specialized knowledge We need motivated candidates with experience and an interest in U.S. Navy Strategic Planning to support an upcoming contract with a Navy program office. The candidates will support strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts. The candidate will manage a team of more junior personnel and oversee projects such as: - Monitoring, reviewing, and assessing changes in DOD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives. - Assessing plans and policies to ensure consistency with strategic objectives.
- Drafting policies and correspondence.
- Supporting command wide performance and culture and climate assessments. - Analyzing shipbuilding industrial base issues and provide recommendations for changes. - Providing business assessments on primary industrial base partners and recommending technical standards associated with shipbuilding. - Coordinating Business Transformation Processes across the command, including supporting CPI and Total Ownership Cost training, and Lean/Six Sigma training. The ideal candidate will have the following skills: - A senior level understanding of strategic planning, with experience supporting strategic planning across a program office or other high ranking DoD program. - Knowledge of, and experience in, strategic assessment, strategy development, and culture/climate analysis and business transformation. - An understanding of CPI, Lean/Six Sigma, PMP and Total Ownership Cost. Certification is desired but not required. - Experience managing small teams of personnel, including junior and mid-level teammates. - Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook. This position is contingent upon a contract award and is currently a hybrid position, with potential in office requirements based on the current health metrics.
