SUMMARY: VSE is seeking a Lead Explosives Decontamination Supervisorsupporting the Program Manager by supervising the performance of contract tasks and technical instructions.
DUTIES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
Qualifies on a variety of Standard Operating Procedures (SOPs) that support contract requirements for decontamination, demolition, demilitarization and disposal (D4) operations and physically performs such operations.
Additionally, maintains currency of SOPs;revising with updates as necessary.
Applies myriad DOD, Navyand Indian Head Division explosives safety regulations to ensure D4 operations are performed safely.
Completes recurring training requirements in a timely manner to ensure contract compliance.
Leads reviews and approves technical documentation such as Work Review Forms (WRFs), Explosives Safety Submissions (ESSs) and revisions to explosives safety and environmental regulations pursuant to VSE explosives decontamination operations.
Organizes and leads site visits to assist in the planning and estimating of D4 operations.
Supervises decontamination team members' performance to ensure compliance with all technical requirements associated with quality, safety and environmental.
Qualifies as an Explosives Driver and forklift operator in order to support D4 operations and supervises such qualifications for all decontamination team members for the contract.
Develops and leads daily safety training meetings for all decontamination team members.
This position also assists the Program Manager in the development of Work Review Forms (WRFs) and Explosive Safety Submissions (ESSs) for the decontamination of explosive manufacturing facilities, explosively laden railroad cars, and ordnance storage facilities at Navy, DoD, and non-DoD facilities.
Ensures all members of the decontamination team are properly trained and equipped prior to performing field operations. Ensures the accuracy and required approvals of all technical documentation and safety/environmental operational permits prior to performing field operations.
Supervises explosive decontamination teams during the implementation of site-specifics WRFs and ESSs;conforming to Federal, State, and Local laws and regulations.
Develops and executes explosive sampling plans, ensuring accurate and timely submission for analysis.
Able to visually inspect, evaluate and recognize various types of explosive constituents and ensures materials potentially presenting an explosive safety hazard are safely handled, packaged, transported, and stored under his/her supervision.
Conducts on-site contract interface as directed by the Program Manager with government, state, and local representatives as required concerning site explosives decontamination operations
Other duties as assigned.
MINIMUM REQUIREMENTS:
Candidate shall have no less than seven (7) years' experience and provide clear and specific examples directly related to supervision and coordination of explosives/energetics decontamination, demilitarization/ demolition, inspection, certification, storage, packaging, labeling, transportation and disposal of hazardous materials, explosive hazardous waste, material potentially presenting an explosive hazard, munitions or explosives of concern, bulk explosives, propellants and ordnance items.
Candidate shall have a working knowledge of and experience being responsible for compliance with federal, state, and local environmental and (OSHA) regulations.
Candidate shall maintain a current Hazardous Waste Operations Emergency Response (HAZWOPER) certification (40-hour initial and eight (8) hour annual refresher training as required).
Candidate shall complete and provide certificates for either the Basics of Naval Explosives Hazard Control (AMMO 18-DL) or the Naval Explosives Safety for Supervisors/Managers (AMMO-49-DL) as well as Military Munitions Rule training courses described in Appendix D of NAVSEA OP-5, Ammunition and Explosives Safety Ashore no later than 30 days of employee on-boarding.
Candidate shall have taken the Department of Transportation Explosive handler physical examination and provide certification to support acceptability to work with explosives.
OTHER:
The selected applicant will be subject to a background check and drug testing.
Work Hours: Work week schedule will consist of four (4) ten (10) hour days Monday through Thursday.
This position requires the incumbent to obtain and maintain a SECRET security clearance.
