What are the responsibilities and job description for the Financial Analyst position at VTG?
VTG is seeking a Financial Analyst to provide high quality administrative and workforce management support for Operations business lines. This position is located at the Washington Navy Yard and will require minimal travel to other installations inside of Navel District Washington 90 percent Telework.
Responsibilities
Monitor reviews of the organization processes and procedures to identify and define problems within the organization and develop alternative courses of action, and present such findings. Perform program analysis to ensure optimal planning, scheduling and control of tasks to ensure all management guidance, processes and procedures to support assigned programs and projects are met and fully executed.
Prepare complex reports that encompass all aspects of N3 Operations including but not limited to the following:
- Detailed analysis of work-force management, program resources, policies, directives, and changes in resource requirements that may impact programs within the organization.
- Requires research in numerous historical reports pulled from Command Financial Management System (CFMS), and the Defense Travel System (DTS) and the Total Workforce Management System (TWMS) as examples.
- Provide day-to-day working level liaison between the Regional Program Director (RPD) and Installation Program Director (IPD).
- Centrally manage all major program data collections for the Department.
- Coordinate input and overall submission for the Department during all Program Objective Memorandum (POM) cycles
- Review and analyze policies, procedures, regulations and guidance and provide interpretations and supplemental guidance and procedures for the Department to ensure that all data collections are done with integrity, timeliness and accuracy.
- Maintain and manage regional manpower worksheets/reports, organizational charts, points of contact listings, staffing plans, various PowerPoint presentations, overtime workbooks, and monthly staffing reports for all departmental programs, vacancy reports, hiring action reports and various graphs.
- Work with the RPDs and IPDs during all cycles and provides overall assistance to ensure all areas of responsibilities are captured in all resource areas.
- Provide support through Total Workforce Management Services (TWMS) and for Total Records Information Management (TRIM) for N3 Operations with permissions as ‘administrators’.
- Assist with personnel actions as requested by appropriate authority, including the processing through the Defense Civilian Personnel Data System (DCPDS) i.e. hiring actions, promotions, demotions, firings, separations and awards.
- Adhere to Personal identifiable Information and proper storage and maintenance of the same per regulations.
- Process OPNAV TV5 Taskers and higher Echelon data inquiries as requested within the identified response format and time frame.
- Develop and update Organizational Charts. Compose multiple Position Descriptions (PDs) for the organization to reflect the restructuring within the program.
Qualifications
- 10 years of experience without degree or 5 years of experience with related Bachelors Degree
- Must have an active Secret clearance.
- Knowledge of business software web-based applications.
- Incumbent must possess a working knowledge of common reporting, presentation, data-collection, program tracking and budgetary tools, particularly Microsoft Office Suite applications such as Word, Excel, Access and PowerPoint and have the ability to learn Navy-specific data management systems for the purpose of retrieving and analyzing data.
- Excellent communications skills. Ability to compose, critique and edit technical and advisory documents and presentations in multiple formats.
- Incumbent must possess a solid analytical ability, mature judgment and the ability to manage several projects simultaneously.
- Ability to use personal judgment and utilize strong decision making skills.
- Ability to communicate across all levels of the Command and internal/external agencies or components in a professional manner
- Knowledge of Navy financial policies, regulations and manning requirements
- Highly developed technical analysis experience, technical writing capabilities and multitasking skills and internal/external agencies or components in a professional manner
