Financial Analyst

We are looking for a Financial Analyst located in Chantilly, VA.  

Tasks and Requirements:

Business Process Improvement

• Continuously work with Sponsor staff and contractor team members to identify opportunities to improve financial tracking and reporting (e.g. data, processes, and products)
• Maintain internal processes, make recommendations for improvements, track expenses, obligated/committed/expensed, monitor budget line items and provide guidance if overruns/underruns are anticipated.

Financial Policy Formulation and Development Requirements

• Develops and maintains spend plans
• Performs short- and long-term financial trend analysis leveraging data from all Agency financial services.

Financial Reporting and Analysis

• Assists personnel in researching and resolving finance and budget issues and questions whenever possible.
• Provides strategic and programmatic plans and budget support to Sponsor activities.
• Prepares supporting documents for budget exercises, over-guidance, unfunded calls, and re ro ammin
• Provide advice and guidance to Front Office to formulate sound financial and programming decisions.
• Coordinates, generates, compiles and/or aggregates responses to fiscal and outyear requirements and tasking.
• Preparation & reconciliation of financial data required. Ensuring financial data integrity.
• Monitors spend rates, estimate at completion, and estimate to complete,

Strategic Financial Planning

• Interpret Sponsor program/project needs/plans and speak to fiscal matters as they pertain to program/project execution.
• Ability to reconcile errors, adhere to budget timelines, understand service level agreement workflow intricacies, as well as general ledger knowledge.
• Provide guidance, recommend areas where spend is too high, look for patterns/trends where costs may need adjusted.

• TS/SCI With Poly required
• Bachelor's degree in accounting or related field.
• Minimum 10 years of experience working with federal financial data systems and programs with in the Intelligence Community (IC).
• Ability to analyze and evaluate financial data to resolve inconsistencies, identiW key issues, and propose solutions
• Understanding of federal government policies and regulations.
• Posses a strong working knowledge and experience with key Sponsor systems such as Service Level Agreements (SLA) Workflow tool, internal planning and resource tool, sponsor contracts and billing systems, project management application, and Microsoft Excel spreadsheets. Knowledge of sponsor budget and finance processes, and understanding of budget deadlines, financial submissions, and appropriate use of tolls used by officers.
• Expert proficiency across all tools and systems.
• Prior sponsor experience in finance.
• Intermediate/expert level proficiency with Microsoft Excel version on Sponsor systems to perform various types of data analysis
• Proficient working with excel workbooks, worksheets, cells and ranges, tables, and worksheet formatting (e.g. including conditional formatting), printing, templates, data validation, creating pivot tables, working with formulas and functions to manipulate text, working with date and times, creating formulas that count/sum, creating formulas that lookup values without sorting data (e.g. index/match)
• Strong organizational and time management skills to address both planned and unplanned events
• Excellent oral and written communication skills with ability to adapt/tailor message and delivery based upon intended audience.
