POSITION PURPOSE:
Provides leadership in support of the district’s human capital strategic initiatives focused on recruitment, hiring, and retaining high quality talent for the district. Administers, maintains, and evaluates the effectiveness of the school system’s recruitment and retention efforts by gathering and analyzing data to maintain and implement a system-wide recruitment and retention plan that aligns with the Wake County Public School System’s (WCPSS) strategic plan. Oversees and directs the staffing of all positions in the district, including collaborating with other departments to ensure compliance with position allotments, data, and reporting responsibilities for various human capital initiatives, etc.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Extensive knowledge of policies governing North Carolina Professional Educator’s Licensure requirements including the licensure renewal process;
- Comprehensive knowledge of recruitment and retention practices;
- Considerable knowledge of Microsoft Office specifically Word, Excel, Access, and PowerPoint; Google Apps; Canvas;
- Considerable knowledge of database systems with the ability to analyze and organize data within large, complex databases;
- Effective time management skills with the ability to meet deadlines;
- Critical thinking and problem-solving skills;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to make independent judgments and to implement creative solutions to problems;
- Ability to understand, interpret, and apply specific rules and regulations governing recruitment and hiring practices;
- Ability to effectively manage multiple budgets;
- Ability to establish and maintain effective working relationships with school system staff, external agencies, vendors, and the public.
EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor’s degree from a regionally accredited college or university in human resources management, business, or education; AND
- Five years of progressive experience in recruitment, retention, human resources, or related field; AND
- Demonstrated successful supervision experience; experience in school leadership, staffing, or as a principal.
An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.
CERTIFICATION AND LICENSE REQUIREMENTS
- Must hold and maintain a valid motor vehicle operator’s license according to the State of North Carolina requirements.
PREFERRED QUALIFICATIONS:
- Master’s degree in education or human resources from a regionally accredited college or university or a related field;
- Experience in a public school environment as a principal;
- Hold or be qualified to hold a North Carolina Professional Educator’s License for School Administrator-Principal or Curriculum Instructional Specialist;
- Experience in a Human Resources Leadership position.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Administers, maintains and evaluates the effectiveness of the school system’s recruitment and retention efforts by gathering and analyzing data to maintain and implement a system-wide recruitment and retention plan that aligns with the WCPSS strategic plan.
Supervises procedures for reviewing employment applications and interviews to ensure compliance with district guidelines as well as applicable laws for maintaining a highly qualified workforce; monitors staffing decisions to ensure that vacant positions are filled in a timely manner with qualified applicants; maintains personnel records and verification of employment for all district employees.
Collaborates with other divisions within the district to ensure implementation of the school district’s human capital strategy, school staffing, and other related initiatives.
Prepares and manages multiple budgets for Talent Acquisition.
Coordinates processes involving posting job vacancies, recommendations for employment, resignations, and requests for transfer to ensure compliance with the Equal Employment Opportunity Commission (EEOC) and the American’s with Disability Act (ADA) requirements.
Oversees Talent Acquisition events including, but not limited to, job fairs, Student Teacher University events and trainings, Future Teachers Program, and National Boards processes and trainings.
Oversees the training and support of the applicant tracking and other talent acquisition systems.
Researches information to forecast demand for teachers within the system versus teacher candidate availability at colleges and universities.
Screens, interviews, and selects applicants for early contracts; assists school-based administrators in finding quality candidates for employment.
Assists with orientation and training activities for new employees.
Collaborates with Employee Relations to counsel administrators as needed to support appropriate staffing services and actions involving transactions such as transfers, reassignments, or extra duties.
Assists current employees and the general public with questions on employment and licensure, etc.
Establishes procedures to guide the day-to-day operations of the Human Resources electronic personnel filing system.
Submits reports to the assistant superintendent for Human Resources and school. Facilitates reconciliation of positions to align with student enrollment.
Directs the operations of the district substitute database program to ensure high quality instruction and support services for schools; assists schools with the selection of substitutes, as needed.
Supports the growth and development of department staff through mentoring and providing appropriate professional development opportunities.
Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, vendors, and the public. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires travel and driving automotive equipment both in county and out of county.
