SPECIFIC INFORMATION FOR THIS POSITION
General Purpose
Performs a variety of professional administrative and managerial duties related to planning, organizing, directing, and controlling the Information system and data processing functions of the agency. Develops proactive processes to enhance efficiency and effectiveness of records and reporting for Medicaid, Office of Substance Use & Mental Health.
Provides close to general supervision to all Information Services/Technology staff including: Systems Administrator, Database Administrator, Telephony Architect, Data Analyst, Help Desk Coordinator, and LAN Specialist.
Essential Duties and Responsibilities
Manages and coordinates the activities of Information Technology (IT) and Information Systems (IS) Department; Implements and interprets IT/IS policies. Establishes guidelines and practices governing IT/IS activities. Serves as member of Electronic Records Committee in setting agency policy related to records management operations. Participates in HIPPA compliance functions.
Provides data and statistical analysis services and oversees and participates in developing and distributing reporting tools to facilitate the work of program managers, executives and other consumers of information from WBH databases, both internal and external.
Oversees daily functions related to database management, client record management, clinical records auditing, time accounting and data entry; develops process and procedure to audit patient electronic charts, read and review provider notes, identify Medicaid compliance issues, verify service hour entries for abnormal or excessive postings; identifies accuracy of service codes; conducts various data entry audits for private provider records, including billing forms and verifies entries in Center's behavioral health software.
Directs the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice and/or data formats. Participates in needs analysis with unit and program managers and facilitates alternative solutions to problems.
Provides policy guidance to IT/IS staff. Evaluates and establishes project priorities. Develops and maintains strategic plans designed to enhance efficiency and effectiveness of IT/IS activities. Delegates work assignments. Monitors workflow to assure timely completion. Assigns special projects and distributes work load. Administers performance evaluations to department employees per guidelines for merit and non-merit employees.
Acts as third-party liaison to assure compliance with Medicaid funding requirements; oversees agency transactions related to delivery, documentation, and billing of mental health services to Medicaid eligible clients; coordinates problem solving between other third-party payers, such as insurance companies, substance abuse contracts and special contracts.
Minimum Qualifications
Graduation from college with a Master's degree in computer science, information management, data science, business administration, or related field;
AND
Three (3) years of progressively responsible and professional experience performing above and related duties; specific experience in data analysis, hardware and software systems design and programming preferred;
