Washington County Behavioral Health Division within the Department of Health and Human Services is looking for two (2) Quality Improvement (QI) Coordinators, one specific for the residential program and the other for general quality and compliance program. The Behavioral Health Division has broad responsibilities as the local Community Mental Health Program (CMHP) and as a delegate of our local Coordinated Care Organizations.
 
Both positions have hybrid work schedules - eligible for remote work 2-3 days/week.

Residential QI Coordinator
As a valued Behavioral Health Residential QI Coordinator, you will work in partnership with the Quality Improvement Team in our ongoing efforts to provide beneficial services and support to members of our community. You will perform a key role in supporting licensed residential providers to ensure compliance with Oregon Administrative Rules (OARs). The primary duties include:

  • Attends State licensing audits of the licensed residential providers to ensure compliance with OARs.
  • Provides and/or facilitates trainings to staff in the Adult Residential Treatment System and Adult Foster Homes.
  • Participates in resolution of complaints, grievances, and residential appeals; and completes written responses to complaints, grievances, and appeals as assigned.
  • Coordinates audits and monitors programs to assure compliance with statutes and guidelines; performs site visits within program area; provides on-site evaluation within a designated program through data collection and review; and completes written responses to these evaluations.
  • Participates in team, state, and other meetings as needed.
  • Assists in development and/or revision of policies and procedures relating to quality improvement activities as assigned.
  • Responds to and follows up with residential incident reports.
  • Participates in orientation and licensure of new Adult Foster Home and Residential Treatment Programs.
  • Assists in the preparation and responses to audits of HHS Behavioral Health Division conducted by the State and Health Share of Oregon.
  • Responds to and investigates allegations of abuse as needed (serves as backup Mental Health Abuse Investigator for vulnerable adult populations.)
Division QI Coordinator
As a valued Behavioral Health QI team member, you will work in partnership with the Quality Assurance Team and Supervisor in our ongoing efforts to provide beneficial services and support to members of our communities. In this position, you will perform a key role in the quality and compliance program in the Behavioral Health Division. Some responsibilities include auditing and monitoring the services provided by the staff of the Behavioral Health Division for improvement. You will also collaborate with external partners in the behavioral health system of care. In addition, you will assist in preparing for evaluations of the behavioral health program conducted by oversight entities and implementing the Washington County Behavioral Health Program Quality Assessment and Performance Improvement (QAPI) plan. This position may also serve as a liaison with the State of Oregon around compliance and respond to complaints and grievances from our members in the residential setting. Primary duties include:

  • Assists in development and/or revision of policies and procedures;
  • Audits internal processes and external partners;
  • Utilizes data and findings to improve our services and supports provided; 
  • Prepares for evaluations of the behavioral health program conducted by oversight entities;
  • Provides and participate in annual quality trainings and education for the Department; and
  • Possible opportunities to work on Performance Improvement Plan (PIP), including addressing health inequities in Behavioral Health.
What we are looking for:
The ideal candidate will have a background and understanding of quality or compliance and the ability to understand and interpret the Oregon Administrative Rules (OARs) and Oregon Revised Statutes (ORS). The ability to synthesize complex information and prioritize tasks to align with OARs, service contracts, and applicable laws, rules, and regulations is essential in this role. They will be highly organized and able to effectively prioritize, execute complex tasks, and manage timelines. A skilled communicator who enjoys collaborating and working across systems to achieve goals and objectives is highly desired. They will also be a strong collaborator who is able to develop and maintain working relationships with internal staff and external stakeholders as necessary. Additionally, they will be familiar with the impacts of inequity in health care and have strong ethical values that support the Department's mission including equity, diversity, and inclusion principles.

Quality Improvement Coordinator is a working title. This position is classified as a Program Coordinator. Classification descriptions are typically written broadly. To review this classification, please use this link: Program Coordinator-Mental Health.

Education and Experience:
  • Master's Degree in Social Service, Clinical Psychology, Counseling, or related field; AND three (3) years of work experience in mental health services; AND 
  • Must be certified by the Mental Health and Addictions Certification Board of Oregon as a Qualified Mental Health Professional or hold an approved clinical license and meet the criteria of a Qualified Mental Health Professional as defined in the Oregon Administrative Rules.
