MARKETING STATEMENT
The Metro Transit Police Department (MTPD) is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.
The Manager, Body Worn Camera Program position is a new civilian role within MTPD. The incumbent selected to fill this role will oversee and coordinate activities related to the recovery and investigation of video footage. Additionally, the incumbent in this role will ensure evidence video is properly stored and secured, always. In collaboration with MTPD’s Property division, the incumbent will also review reports, track inventory, and conduct monthly inspections. This position has managerial and supervisory responsibilities.
The Metro Transit Police Department has tristate jurisdiction and operates in the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. The Manager, Body Worn Camera Program position offers a competitive starting annual salary of $89,350. Those who are eligible may receive a higher starting salary up to $134K depending on years of experience and qualifications. MINIMUM QUALIFICATIONS
Education
- High school diploma or GED required.
Experience
- Five (5) years of specialized experience using data analytics software to prepare reports; providing customer service and at least two (2) years of supervisory/managerial experience. Must have one (1) year of experience working with Body Worn Cameras or other digital evidence management.
Certification/Licensure
- Required to possess and maintain a valid driver's license.

- Associate’s or Bachelor’s degree from an accredited college or university in Criminal Justice, Homeland Security, Information Technology, Audio Visual, Management or a related field.
SUMMARY
The Manager, Body Worn Camera (BWC) Program manages and monitors the activities of the Body Worn Camera Coordinators associated with the Body Worn Camera Program. The incumbent coordinates and serves as the liaison to the MetroTransit Police Department (MTPD) Command personnel, the Body Worn Camera Coordinators and other departmental units for various services and activities related to the Body Worn Camera Program.
ESSENTIAL FUNCTIONS
- Manages the day to day operations of the Body Worn Camera unit. This includes managing subordinate staff, selecting applicants, performs disciplinary actions, resolves grievances, assigns duties, directs work, approves leave requests and time sheets, and ensures appropriate training provided and completed. Monitors, trains and instructs subordinate staff. Conducts performance appraisals and monitors and provides feedback to subordinates.
- Ensures that BWC Coordinators inspect dock stations and BWC cameras daily. Also, ensures BWC Coordinators are properly handling BWC cameras to maintain integrity of all video footage and quality control. Ensures BWC Coordinators monitor and account for all BWC cameras and equipment.
- Assists with BWC equipment troubleshooting when BWC Coordinators are not able to resolve, e.g., camera not charging, camera not compatible with uniform, interference with other equipment, securing the camera properly, inability to secure/fasten cameras on uniform, loss of video footage, recovery of video footage, failure to upload video footage from charging docket, retrieval of incorrect or unassigned camera from the docking station(s), as well as resolving other issues and complaints.
- Assists MTPD Command Staff and investigating officials by helping them to understand the basic operation of body worn cameras and how to pull audit logs from system. Also, assists with the tagging and securing video footage to avoid deletion of such video footage.
- Ensures that BWC Coordinators monitor daily the BWC storage room to ensure the correct temperature, to prevent damage to BWC equipment due to extremely cold or hot temperatures and to ensure the storage room is properly secured at all times. Also, ensures that the BWC Coordinators properly secure their docking stations computers and all equipment.
- Produces and delivers quarterly summary reports on Body Worn Camera activity to MTPD Command Staff, and identifies and highlights significant trends, by critical categories such as use of force, vehicular accidents, assaults, etc.
- Maintains and submits monthly reports and statistics on factors and trends as outlined and requested by MTPD Command personnel.
- Reviews and submits through the chain-of-command (COC) all requests to obtain replacement of damaged cameras, related equipment or accessories, along with a complete explanation of how the damage occurred that made the replacement necessary.
- Ensures that there is sufficient equipment/BWC accessories for BWC Coordinators to fulfil sworn members need to replace magnets, malfunctioning cords, non-working cameras, etc.
- Records and monitors issues brought forth by BWC Coordinators and/or sworn members with tagging video footage on devices (e.g., computers, BWC cellular phones, etc.), as well as Evidence.com. BWC Manager shall report to MTPD Command personnel any persistent or systematic issues.
- Assists with password resets for MTPD Command personnel using video management systems.
- In collaboration with the command personnel of MTPD Property Division, establishes, coordinates and maintains a tracking system that encompasses issuing, transferring or receipt of all BWC cameras and accessories. Provides a summary report to MTPD Command personnel quarterly or as needed.
- Conducts monthly and random inspection of BWC inventory logs tracking equipment issued, returned and reassigned to, from and across all MTPD facilities.
- Conducts random protocol and records compliance reviews of BWC Coordinators ensuring compliance with all procedures and policies.
- Serves as the system administrator for the body worn camera hardware and software.
- Testifies in court proceedings as needed and distributes subpoenas to Coordinators and ensures they are prepared to attend court and testify as needed.
- Reviews, revises and implements necessary General Orders, SOP’s and policies related to and for the BWC program (managerial quality control program).
- Develops and maintains business relationships with all internal WMATA departments supporting the BWC program, especially the Office of General Counsel and the Office of Information Technology.
