Job Summary
Oversees the preparation of customer invoices. Leads a team of billing clerks responsible for reviewing customer billing records to ensure invoices are correct and accurately reflect account activity. Reviews work of billing staff to ensure accuracy, resolving inconsistencies as needed. Creates and provides a prioritized list of staff tasks to ensure completeness and accuracy of monthly billing.
II. Essential Duties and Responsibilities include the following. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.
- Supervises a team of Billing Clerks that is responsible for creating all customer invoices for a given Area within the Company.
- Handles all aspects of employee performance under the supervision of a Billing Manager. This includes managing work schedules and employee time-off requests to ensure all required tasks are completed on time and accurately.
- Develops, coordinates, conducts training and evaluations of employees.
- Assists Billing Managers with interviewing potential employees.
- Has a basic understanding of nearly all aspects of Company billing including but not limited to billing cycles, service codes, transaction codes and the impact of each to the Company’s financial statements.
- Has a basic understanding of local sales taxes and works with members of the billing team leadership and the finance and tax organizations to ensure accuracy.
- Responds to billing-related customer complaints in a professional and timely manner.
- Is knowledgeable of Company billing policies and practices and reviews data to confirm accuracy of these items before billing. These policies and practices include the following:
- Fuel, environmental and regulatory surcharges.
- Minimum haul and minimum tonnage charges
- Recycling Materials Offset
- Container rental charges
- Overage and contamination charges
- Franchise fees
- Other locally imposed fees and charges
- Complies and analyzes financial information for revenue trends and works with Area finance teams when anomalies are identified or need additional investigation.
- Reviews department databases and other billing team tools monthly for integrity.
III. Supervisory Responsibilities
The highest level of supervisory skills required in this job is the management of non-supervisory employees. This includes:
- Direct supervision of 4 to 10 full-time Billing Clerks.
IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.
A. Education and Experience
Education: High school diploma or G.E.D (accredited)
Experience: Four (4) to six (6) years previous experience (in addition to education requirements)

None required.
C. Other Knowledge, Skills or Abilities Required
Accounting/bookkeeping, billing, cash handling, customer service and supervisory skills may be required.
