ELIGIBLE PERSONS
This examination is open only to employees of the County of Wayne who, at the time of application, are Government
Administrator's Association members, who have:
• Regular status in the class of Public Health Nurse 1 or 2; AND
• A Bachelor's or higher degree from a nationally accredited nursing program; AND
• Registration as a nurse in the State of Michigan; AND
• Current State of Michigan Driver's License; AND
• A valid Basic Life Support card; AND
• One (1) year of experience working in the Children's Special Health Care Services program.
DESCRIPTION OF MAJOR JOB DUTIES
The Public Health Nurse 3 provide public health nursing services by administering and directing all activities related to the operation of a field program Children's Special Health Care Services (CSHCS). by planning, monitoring, evaluating, and implementing client services. The Public Health Nurse 3 reports to the Public Health Nurse Administrator. Responsibilities include Supervising staff of PHN nurses and support staff that are involved with day-to-day activities; administers discipline as needed; development of policies and procedures designed to improve the efficiency and effectiveness of operations; responsible for implementing these policies and procedures. The Public Health Nurse 3 assists the Public Health Nurse Administrator by drafting job descriptions, job specifications, qualifications, and physical requirements. The Public Health Nurse 3 participates in the initial step of grievance or employee disputes and in the labor relations process at the second step of the grievance procedure. The Public Health Nurse 3 facilitates client outreach including identification, referral and collaborating with other agencies servicing children that are eligible or may be eligible for Children's Special Health Care Services; collaborate with other public and private providers to enhance the delivery of services and assure that the services are accessible; serve as a liaison between the Michigan Department of Community Health regional offices, and other local and county coordinators. The Public Health Nurse 3 will prepare reports, audit records, submit quarterly billing, approve payroll; manage information (electronic, spoken, written) according to WCDPH policies and procedures; participate in staff meetings, in-service training, education, case conferences, emergency preparedness training/responses and and Emergency Preparedness services as well as other duties assigned.
TYPES OF ASSESSMENTS
An Oral Information Assessment (45%) will be administered covering knowledge of public health nursing, public health laws and regulations, administration and related information. Personal Qualifications Assessment will be rated at (50%). Experience and Training will be worth (5%).
Candidates must pass all tests in order to be placed on the eligibility list.
In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or such other tests as the Department may deem desirable to determine the competence of the applicants for promotion.
Applicants must comply with the provisions of their union contract regarding career demotions and career shifts. Applications from GAA employees who have regular status in this class (and are employed in this class) or in a class on the same or higher level will not be accepted.
PURPOSE
To establish GAA promotional eligible list from which to fill present and future vacancies. Certifications made for the purpose of filling positions which, at the time of certification, are filled by persons having provisional promotions will be governed by the provisions of Section 6 (e) of Rule 8 of the Rules of the Department of Personnel/Human Resources. The eligible lists will remain in effect for one (1) year, but may be extended.

Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision within twenty 20 days following the mailing of such notification, stating the basis on which it is felt that their application should be accepted.
In accordance with the provisions of the collective bargaining agreement, appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

Appeal Process: Under the Rules of the Department of Personnel/Human Resources (Rule 6, Sections 12 and 13), requests to review examinations must be made in writing within twenty (20) days after the mailing of the notice of results. Appeals concerning the ratings must be made in writing within ten (10) working days after the review. The appeal must state why the applicant believes the ratings are improper.
