The primary responsibility of this position is to implement the policies and directives of the Board of County Commissioners through the management of all functions within the Facilities Department, including special projects and construction management. The incumbent will direct the operations of employees to create a safe and efficient work environment that improves business performance and optimizes staff productivity. The Director of Facilities is responsible for all facility capital improvement initiatives in Weld County and will coordinate all buildings and grounds activities and provide supervisory direction to workers engaged in maintaining and repairing physical structures of buildings and maintaining grounds. The Director of Facilities is responsible for ensuring the successful execution of Weld County’s ADA Transition plan. The incumbent will also find, analyze, negotiate, and secure the purchase of properties in support of Weld County’s strategic initiatives.

$152,820.69 - $193,588.68 annually, plus benefits (see benefits tab on the job posting).

This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.

Essential Duties and Responsibilities

The following job duties are established to outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supervision and Team Leadership (40%):

  • Represent the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
  • Responsible for interviewing, hiring, and training employees; planning, assigning, and direction of work; performance management; addressing complaints and resolving problems.
  • Carry out supervisory responsibilities in accordance with the Weld County’s policies and applicable laws.
  • Plan, organize, and manage a staff of skilled workers engaged in the maintenance, renovation, and repair of county buildings and facilities.
  • Schedule, supervise, and participate in the work of skilled tradespeople in carpentry, roofing, sheet metal, masonry, painting, electrical, plumbing work, and decorating.
  • Interpret County policies and communicate policies, procedures, and directives to workers.
  • Enforce safety regulations.
  • Coordinate activities of employees and completion of work orders. Evaluate completed projects and provide timely and relevant feedback to employees.
  • Initiate or suggest plans to motivate workers to achieve work goals.
  • Ensure employees are trained in maintenance of air conditioning and refrigeration equipment, boilers, chemical water treatment, pneumatic controls, and building maintenance/environmental control systems.
  • Contribute to the efficiency and effectiveness of the unit's service by offering suggestions and directing or participating as an active member of a team.

Building and Grounds Maintenance and Capital Improvement (30%):

  • Identify capital improvement needs and work in concert with the Weld County Board of County Commissioners to specify results.
  • Define roles, responsibilities, lines of communication, and levels of decision making to ensure a smooth workflow for capital improvement projects.
  • Create, monitor, and manage the Weld County Facilities current and ongoing master plan.
  • Create and ensure a systematic, preventative maintenance program that strives to prevent equipment and systems failures, determine building work order priorities, forecast, and plan facility improvements, and prepare emergency procedures.
  • Manage all contracted services for public facilities by developing Requests for Proposals (RFP), participating in contractor selection, administering contracts, and adhering to preventative maintenance best practices.
  • Monitors contract administration of custodial, snow removal, grounds maintenance and any other contracts in force.
  • Presents recommendations and relevant information to the Board of County Commissioners, the public, other agencies etc.
  • Establish, implement, and evaluate Equipment Preventive Maintenance schedules.
  • Evaluate and maintain computer systems pertinent to Buildings and Grounds Operations.
  • Read and interpret documents such as safety rules, blueprints, equipment specifications, operating and maintenance instructions, and procedure manuals.

Budget Preparation and Oversight (10%):

  • Plan, develop, and implement annual department budget including capital improvement projects in collaboration with Weld County Administration and Finance. Control expenditures within budget limitations.
  • Authorizes purchase orders for acquisition of assets, material, and supplies; approves payment and administers various contracts within budgetary appropriations.
  • Develop annual and multi-year work plans and strategies to meet business needs. Develop and directs the implementation of goals, objectives, policies, procedures, and work standards to ensure success within budgetary requirements.
  • Attend plan review and pre-bid conferences.
  • Estimate manpower, supplies, and materials costs.
  • Ensure resources are utilized appropriately and do not exceed the established budget without approval.

Special Project Management (10%):

  • Participates on the Americans with Disabilities Act (ADA) Transition Committee which plans and executes the ADA Transition plan referencing the ADA Checklist for Barrier Removal in Public Agency Buildings and ensure compliance with 28 CFR §35.150(d)(2) of the Americans with Disabilities act.
  • Conduct on-site inspections to ensure contractor compliance and takes corrective action when necessary. Resolve and negotiate disputes as needed.
  • Communicate business and work area plans and goals to managers and/or supervisors to secure buy-in.
  • Find, analyze, negotiate, and process the purchase of real estate properties to support the Weld County strategic plan.
  • Prepare financial and legal documents in close collaboration with Weld County Administration and Finance, and the County Attorney.
  • Review, approve, modify, and implement recommended changes to plans.
  • Lead the development of process and/or operational improvements.
  • Maintain control of mobile crews working in several locations throughout the county.
  • Establish and adjusts work procedures to meet production schedules.
  • Suggest changes in working conditions and use of equipment to increase efficiency of work crew.
  • Maintain time and production records to include monitoring of individual employee productivity.
  • Plan, organize, and control the completion of construction projects and special projects as directed by the Board of County Commissioners.
  • Analyze and resolve work problems and assist workers in solving work problems as appropriate.
  • Prioritize and allocate resources to achieve strategies. Utilize resources to develop or expand services and/or operation.

Other Duties as Assigned (10%):

  • Required to be on-call for emergencies as required and directed.
  • Follow policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in architecture engineering, project management, construction management, or a related field AND;
  • Five (5) years of experience in facilities maintenance and supervision.
  • Three (3) years of progressively responsible experience in Facility Maintenance Programs.
  • Three (3) years of supervisory and administrative responsibility.
  • Experience and familiarity with the permitting process and an understanding of real estate, tax, and accounting rules.
  • Experience planning and retrofitting facilities and grounds to ensure compliance with ADA Standards.
  • Candidate must possess a driver’s license by the employment start date and maintain a valid license for the duration of employment.
  • Candidate must pass a background check and substance screening prior to employment start date.
  • Experience with long term facility master planning for both capital projects and operational needs.

PREFERRED QUALIFICATIONS:

  • Master’s degree in architecture engineering, project management, or a related field.
  • Demonstrated experience in employee performance evaluation and improvement.
  • Certified Purchasing Manager (CPM), Certified Public Procurement Analyst (CPPO), or similar certifications.
  • Current Real Estate License.

While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions. The employee occasionally works near moving mechanical parts and in outside weather conditions, construction sites, and is occasionally exposed to fumes or airborne particles, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate.
