Weld County is looking for a public health professional who will lead and continue to build upon the work the Population Health and Data Analytics Unit has accomplished. The ideal candidate should have a passion for working in a unique, diverse, and growing community and understand the complexities of analyzing and explaining population health outcomes to a variety of stakeholders. The most successful candidate will have a track record of success in leading community health assessments including conducting complex probability-based surveys and in performing data analyses, conducting evaluations, and creating useful internal and external public health data products. The Health Data Specialist II or III works closely with the Health Education, Communication, and Planning Division Director, internal departments, and external stakeholders to support needs and requests around public health data. The Health Data Specialist III/Senior leads, supervises, and manages the Population Health and Data Analytics Unit. The position independently applies epidemiology and statistical methods to identify the distribution and determinants of disease in populations to inform and guide decision-making and prioritization around population health with proficiency in advanced analytic software such as SAS, Tableau and/or ArcGIS. This position oversees and provides direct support, technical assistance, and guidance around public health data needs and techniques for public health data analysis including health-related geospatial work. Specific tasks may include data collection, data management, data analysis, and data reporting. Members of the team use evidence-based principles, assist with program planning and evaluation, performance management, grant applications, and public health accreditation. This position will also provide supervision, mentoring, coaching, and leadership of the data staff and team. Public Health Specialist II: $88,768.14 - $112,448.82 annually plus benefits (see benefits tab on the job posting) This position will start at $88,768.14 annually. Public Health Specialist III: $100,433.00 - $127,225.52 annually plus benefits (see benefits tab on the job posting) This position will start at $100,433.00 annually. This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act. OPEN UNTIL FILLEDESSENTIAL DUTIES AND RESPONSIBILITIES The following job duties outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. In addition to the demonstrating the Weld County core responsibilities of reliability, integrity, accountability, flexibility, and diversity/respect, the essential duties and responsibilities of this position are: Leadership, Strategy, Communication (Primary responsibilities include planning, organizing, decision-making, problem-solving, productivity, job knowledge, quality of work, service excellence)(50%): Apply principles of public health surveillance and informatics including data collection, processing, and statistics/analysis in support of population health epidemiologic practice. Apply principles of legal/ethical practice as they relate to study design and data collection, dissemination, and use. Follow Public Health Code of Ethics. Assist, plan, conduct, and/or manage all aspects of community health assessment projects such as communitywide surveys including preparing materials for approvals, grant proposals, cost estimates, preparation of budgets and timelines, questionnaire and materials design, planning and execution of data collection, and produce reports from surveys. Ability to work well in a team environment; ability to work with a diverse group of people; ability to establish and maintain effective working relationships with employees, professionals, other departments, agencies, and the public. Ability to adapt to an ever-changing work environment, handle high stress situations, and respond to requests on tight timelines. Develop and present written and oral reports and presentations to diverse audiences that communicate necessary information to professional audiences, policymakers, and the public. Ability to independently communicate both verbally and in writing to support key data findings, including the development of data presentations, grants applications and reporting, and prepare evaluative reports. Supervision, Administration, Teamwork, Employee Development (25%): Motivate, lead, mentor, coach, and supervise a team of data specialists to meet agency health data and informatics goals and objectives, and plan and allocate resources to support agency needs. Ability to train and/or coordinate the work of others, including students and staff. Manages the team of data specialists, conducts hiring interviews, and selects candidates for job openings, manages the implementation of the data unit training program. Public Health Data Management, Analysis, and Reporting (25%): Demonstrated proficiency in analytic software and data visualization applications such as SAS, R, Tableau, ArcGIS, and Microsoft Excel, with familiarity with basic coding preferred. Develop measurable objectives, conduct research, and gather, analyze, and interpret data. Ability to independently manage complex data sets. Use performance management systems, quality improvement, and data dashboards. Ability to independently interpret a variety of data findings and communicate results in written, oral, and graphic form. Emergency Preparedness Duties (as needed) Responds, as required, to support public health emergencies, incidents, and events. Participates in all exercises and drills on emergency preparedness, as required. Completes trainings as appropriate for this position. Other Duties as Assigned (as needed) HIPAA STATEMENT: Maintains sensitive and confidential records information according to the HIPAA policy.REQUIRED QUALIFICATIONS: Public Health Specialist II: Bachelor’s Degree from an accredited college or university in public health, epidemiology, evaluation, informatics, biostatistics, or related field. Familiarity with health data science and computing is preferred. Additional course work in Epidemiology, BioStatistics, and Computer or Data Science. At least two (2) years of sustained professional experience in epidemiological assessment, data collection and analysis, applied research or program evaluation for a public health department. A minimum of two (2) years of experience leading health data projects with or without supervising personnel. Public Health Specialist III: Master’s degree from an accredited college or university in public health, epidemiology, evaluation, informatics, biostatistics, or related field, AND; At least five (5) years of epidemiology and/or public health data science work experience including at least one year of supervisory experience. OR Bachelor’s degree from an accredited college or university in public health, epidemiology, evaluation, informatics, biostatistics, or related field, AND; At least 10 years of epidemiology and/or public health data science work experience including at least 3 years of supervisory experience. OR Any equivalent combination of education and work experience that satisfy the requirements of the position will be considered. Candidate must possess a driver’s license by the employment start date and maintain a valid license for the duration of employment. Candidate must pass a background check prior to employment start date. OTHER REQUIREMENTS: Must have the ability to be reached (such as on a cell phone) and work outside of normal business hours, as necessary. Have and maintain a valid Colorado driver's license and use of personal, insured vehicle is required to perform job duties. Dependable transportation and auto insurance, maintained at all times, as required by State law, is required.
