ROLE
We need a Contract Specialist to work at the U.S. Court Appeals for the Federal Circuit. You will perform intermediate procurement, financial, and operations activities to support the Court’s procurement and Finance department. The work is expected to last six months but could go longer.
RESPONSIBILITIES
- Assist in the procurement of supplies, equipment, services, and furnishings from various sources
- Prepare and issue purchase orders from approved procurement requests and sources
- Review and assess requests for goods and services by ensuring they are allowable under Judiciary policies
- Receive, review, validate, and process other procurement-related documents in JIFMS
- Prepare funding requests, solicitations, and sole source justifications for all procurements
- Review, process, and reconcile purchase card obligations
- Adhere to the Guide to Judiciary Policy and the court unit internal controls procedures
- Record, update, and monitor accrual sheets and analyze procurement obligations on a monthly basis
- Generate quarterly procurement reports for review
- Communicate and respond to vendors or court unit offices regarding procurement matters
- Manage and update paper and electronic procurement files; scan purchase orders, payment vouchers, and relevant supporting documentation
- Open and log all incoming mail
- Assist procurement and finance staff with special projects and other assignments as necessary
BACKGROUND
- Knowledge of procurement management and financial, procedures, guidelines, policies, practices and protocols
- Knowledge of general government procurement policies and procedures
- Skill in researching and interpreting guidelines, rules, regulations, and policies related to procurement
- Excellent computer skills, including proficiency in Excel, Word, and Outlook
- Self-starter with demonstrated analytical and problem-solving skills, professional demeanor, and ability to exercise sound judgment
- Excellent interpersonal and communication skills in communicating with various internal and external individuals, as well as establishing and maintaining good relationships with outside contacts
- Excellent organizational skills, including the ability to independently manage multiple priorities and competing deadlines
- Ability to communicate effectively (orally and in writing) with requestors and vendors, providing customer service and resolving difficulties while complying with regulations, rules, and procedures

Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
