ROLE

We need a Federal  Human Resource (HR) Manager. You will help the Department of Interior’s (DOI) Bureau of Land Management (BLM).

RESPONSIBILITIES

  • Help develop recruiting and/or hiring packages to attract and onboard qualified candidates
  • Prepare and obtain approval for Standard Position Descriptions (SPD) comprising a position description(s), job analysis, duties and specialized experience statement, recruitment strategy form, relocation expense worksheet, and a Position Management Council (PMC) request number
  • Analyze positions-specific compensation, benefits, incentives, relocation costs, etc.
  • Perform job analyses, e.g., roles, responsibilities, duties, knowledge, skills, abilities, outcomes, etc.
  • Prepare position descriptions (PD) and coordinate actions to obtain classification approval
  • Establish case files in WTTS and track vacancies (note: WTTS stands for Workforce Transformation and Tracking System)
  • Prepare Job Opportunity Announcements (JOA), obtain approvals, and post to USAJOBS website
  • Review job applications to determine if candidates meet eligibility requirements and qualification criteria
  • Help issue “certificate of eligible” to the Hiring Official within 14 days; notify candidate of their status 
  • Audit “certificate of eligible” to ensure all rules and regulations were followed
  • Extend job offer to candidates and coordinate negotiations, decisions, etc.
  • Coordinate and track pre-employment background investigations for candidates who accept a job offer
  • Participate, as needed, in recruitment events, job fairs, etc.

 

KNOWLEDGE & SKILLS

  • Minimum 10+ years of relevant and progressive HR experience 
  • Experience with federal HR
  • Experience with government-specific position classification
  • Experience with federal systems and processes

 

EDUCATION

  • Bachelor’s degree

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
