DESCRIPTION:
West Basin Municipal Water District (District) is a leader in water recycling, conservation, water resource management, and youth and adult education. West Basin provides drinking water and recycled water to eight local retail water agencies including four cities, three private water companies, and one county water agency. The District serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor of southern Los Angeles County. The District is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.
West Basin operates the Edward C. Little Water Recycling Facility (ECLWRF) and three satellite treatment plants. The ECLWRF is the largest treatment and water purification facility of its type providing nearly 40 million gallons of water each day to over 400 sites. West Basin utilizes various advanced treatment processes to produce five types of “fit-for-purpose” waters used for commercial, industrial, and landscape purposes.
West Basin owns and operates over 100 miles of recycled water pipelines and supplies recycled water to customers for non-potable use. To expand the use of recycled water, the District assists customers with the process of converting their sites to recycled water use. In addition, the District conducts site inspections to ensure compliance with the safe use of recycled water.

The District is seeking an Operations Analyst to work with the recycled water production/ treatment team, who under general direction, will assist in the development, implementation, and management of the District’s infrastructure asset management program. The Operations Analyst will also be responsible for gathering information, monitoring and analyzing data for support of infrastructure repair, rehabilitation, or replacement projects. The Operations Analyst will also be responsible for tracking, coordinating, and improving internal procedures, operational processes, and maintenance priorities; conducting periodic field audits of operational matters; assisting with project management functions; and performing other duties as assigned.
Key responsibilities:
- Assists with the development and maintenance of the District’s asset registry, including asset data collection, input, and analysis.
- Conducts visual/ field inspections, capturing data, and work with contract operator to update it appropriately in the database.
- Coordinates and assists project managers in obtaining operational data, maintenance records, cost information, financial analysis, and performance criteria for individual assets.
- Assists in the development of short and long-term asset management program objectives and Capital Improvement Program goals, in coordination with the Operations, Engineering, and Finance Departments.
- Provides technical assistance in developing new maintenance procedures as new conditions arise, and new facilities/ equipment are installed.
- Prepares financial, operational, maintenance-related, and other technical reports utilizing the District’s computerized maintenance management system, parts inventory, and asset registry.
- Performs net present value and life cycle cost calculations for asset evaluations.
- Assists, as needed, with various operations and maintenance projects related to the District’s recycled water treatment plants and/or distribution system.
- Analyzes process, operational, and water quality data, and prepares a variety of routine and special reports; prepares charts, maps, graphs, and flow diagrams in support of such reports; performs data input and develops spreadsheets for analysis of various water production, water quality, and other sets of data.
- Represents the District at various water industry functions, District events, and stakeholder meetings, coordinating project activities with internal departments and outside agencies, and providing information and assistance to outside agencies on water production and water quality issues.
- Performs operational and financial data collection, interpretation, and trend forecasting, and prepares other technical analysis and research in support of the District’s water management programs.
- Manages the procurement and implementation of various recycled water treatment and distribution maintenance projects.
The ideal candidate will have:
- A Bachelor’s degree from an accredited four-year college or university with major coursework in engineering, computer science, environmental science, or related field; AND two (2) to five (5) years of experience in technical experience in water or wastewater systems (a minimum of two (2) year for Operations Analyst I and five (5) years for Operations Analyst II); or an equivalent combination of training and experience.
- Desired but not required a California Treatment Operator Certification Grade 1 (T1) or greater, or equivalent training, or achieved in the first year of hire date.
- Knowledge of water and wastewater treatment processes and practices, analysis and reporting of data; computer operating systems and software including spreadsheet and database applications; and principles of basic report preparation.
- Ability to collect and analyze technical data; conduct a variety of technical field inspections; and manage projects as needed.
- Ability to read, interpret, and understand plans, schematic diagrams, technical manuals, and drawings; compile information and data from multiple sources including mobile devices; and prepare clear and concise reports, correspondence, and other written materials.
- Ability to communicate ideas clearly and concisely both orally and in writing; exercise independent judgment and initiative within general policy guidelines; and establish and maintain effective working relationships with those encountered in the course of work.
- Possession of a valid Class C California Driver's License, proof of insurance, and an acceptable driving record are required at the time of appointment and as a condition of continued employment. The employee is required to use their vehicle with mileage reimbursed at the standard IRS rate.
