Department of Military Affairs and Public Safety (DMAPS)/Division of Corrections and Rehabilitation (DCR)/Martinsburg Correctional Center (MCC)/Berkeley Co. - Under general direction, functions as Chief Officer performing managerial work coordinating and evaluating operational and administrative programs at a dual purpose, secure, adult correctional facility. Managerial work is accomplished through direction of subordinate department managers and supervisors, primarily, three associate superintendents, the business manager, and a secretary. Reviews and evaluates the effectiveness and efficiency of institution programs within the facility. Provides direction and oversight by developing short and long-range plans; develops and oversees the implementation of policies and procedures; reviews and resolves complaints of employees, inmates, and the public. Provides management oversight for organizational compliance with applicable laws, rules, policies, procedures and standards, including the federal PREA. Assists superintendent in determining long range operational objectives, including input to develop the facility budget and evaluation and prioritizing budget needs. Exercises independent judgment and considerable latitude in the execution of assigned duties and responsibilities. Performs all duties of the Superintendent as needed. Performs other duties as required.

Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Full time or equivalent part time paid experience as described below may substitute for the required training on a year-for-year basis.
Experience: Eight (8) years of full-time or equivalent part-time paid professional experience in adult or juvenile correctional custody or criminal justice program administration to include five (5) years in the supervision of employees, at least three (3) years of which must have been in a managerial role.
Substitution: Master's degree from a regionally accredited college or university may substitute for the required experience on a year-for-year basis.
