Qualifications

Education: B.A. in Business, Accounting, Human Resources or related field.

Master's Degree in Business and CPA desired

Credentials: Drivers license and acceptable driving record, must be eligible to work in the United States

Special Knowledge, Skill, or Ability: Other than those included within this description, must be able to operate a computer to access important data and run fiscal and accounting reports; must be able to negotiate contracts, mediate disputes, and handle sensitive and confidential information. Must have knowledge of public accounting requirements, purchasing requirements, personnel/risk management laws and procedures, and funding/budgeting requirements for higher education. Must be able to operate within local political environments. Must be able to travel to various meetings and represent the college.

Training or Experience Required: Minimum of 6-8 years of related- administrative experience preferably in higher education or public institutions.

(G) Be a team player with co-workers, subordinates, other managers, and community leaders to accomplish college objectives or goals

(H) Contribute to quality of college programs including extracurricular programs; Be involved in personal growth and development.

Job Goal (Purpose of Position): Performs administrative-level duties under minimal supervision to provide leadership for the Business Affairs of the college to ensure college resources are effectively managed and proper accountability and reporting of funds and resources are in place and working.

Oversees accounting, purchasing, personnel/risk management, budgeting, food service, motor pool and other auxiliaries, grants and funding. Works with faculty and staff to ensure the college's mission is accomplished effectively.

An incumbent in this position will utilize discretion, ingenuity and independent judgment due to the complexity of the job. Since there may be several ways to solve a problem, an incumbent is free to choose the solution.

Contact with Others: An incumbent in this position has regular contact with persons outside the college which requires tact and diplomacy and independent judgment, problem solving; making formal presentations; interpreting policies and procedures based on experience. Will be required to make formal presentations and reports to elected officials and the Board of Regents.

Essential Job Functions/Performance Responsibilities:

1. Advises the President on all matters pertaining to the business affairs of the college and makes necessary recommendations to improve goals and objectives.

2. Reviews, updates, and interprets regulations and policies established by the President and WOSC Board of Regents to improve the quality of education and productivity of the college.

3. Oversees and supervises personnel in the Business Affairs office including personnel staff, accounting and purchasing staff, and manage contracts in Auxiliaries such as Food Service. Such supervision is not limited to hiring, performance appraisal, inservice training/job development, corrective counseling, discipline and positive reinforcement. Assigns work. Schedules and conducts staff meetings and coordinates programs among various staff members.

4. Assumes responsibility for budget development and long range financial planning. Prepares the annual budget for approval by the President and Board of Regents. Administers a budget control system for the college.

5. Assumes responsibility and oversight of all Internal and External audits. Coordinates with Controller to ensure that all schedules, reports and statements are prepared in accordance with required standards.

6. Submits monthly reports to the Office of State Finance and the State Treasurer's Office.

7. Establishes and maintains an inventory of all college-owned property in accordance with State law and State agency regulations.

8. Recommends adequate and proper liability insurance coverage for college operations; Serves as Coordinator for Risk Management.

9. Acts as college Purchasing Agent for all supplies and equipment. Monitors all bid requests and bidding procedures. Prepares necessary contracts for service.

10. Oversees personnel/human resource functions within the college.

11. Responsible for overseeing the processing of all accounting and financial reports of the college.

12. Ensures that all financial records are audited by an audit firm approved by the Board of Regents; responsible for end-of-year reports. Remits copies of the annual audit to all agencies as required by law.

13. Serves on the executive council and administrative council.

14. Attends conferences, seminars, and reads recent literature affecting the business affairs of the institution that come from case law, state and federal regulations and laws, and other State agencies. Ensures that these needed changes are implemented.

15. Oversees and works with various staff members relative to proper accounting procedures concerning revenues and disbursements and proper audit trails.

16. Promotes unity among all other departments of the college to ensure the continued growth and expansion of the institution.

17. Completes other tasks as assigned by the President.

Supervision exercised: An incumbent supervises a large staff with the majority of the time spent in supervisory or administrative functions such as planning, directing work, solving problems, advising subordinates, making decisions, and interpreting policy. Has responsibility to hire/fire, train, and evaluate employees.

Physical/Mental Requirements and Working Conditions: Other than those physical/mental requirements included in the essential functions: Must be able to communicate on the telephone and in person. Must be able to work under pressure and make complex decisions and recommendations impacting the college's future.

SALARY RANGE: $80,000 - $95,000

EVALUATION: Performance of this job will be evaluated in accordance with Board policy.
