Whatcom County has an opening for the position of Clerk of the Council. This position serves as the Council's administrative department director for the legislative branch of County government. The Clerk manages the entire range of legislative functions set forth in State and County code and is responsible for the overall administration, management, planning, organization, staffing, and coordination of all Council activities and services.
The work of the County Council is unique within County government. The Clerk of the Council and other Council staff service multiple part-time leaders with diverse political agendas that may change with every election cycle. Council staff work is highly visible and open to scrutiny and criticism from the public during open meetings. Council staff must possess well-developed human relation skills to work effectively with diverse personalities on high stake and often contentious issues that may have significant impact on the County.
The Clerk of the Council supervises, hires, and has full disciplinary authority over the Council Clerk's staff. Oversees and participates in the preparation, processing, posting, distribution, and retention of ordinances, resolutions, agendas, minutes, initiatives, referendum petitions, proposed charter amendments, and legal notices per state and local law and council procedures.
Prepares and justifies the biennial budget and supplemental budget requests for the Council office, Hearing Examiner's office, and the Board of Equalization. Monitors all fiscal operations of the department, prepares requests for proposals, and authorizes and monitors council office-related contracts with outside vendors and consultants.
Serves as the Council's public disclosure officer and ensures information and document disclosures comply with laws and practices. Advises councilmembers both confidentially and on the record on matters related to the Open Public Meetings Act.
Maintains absolute confidentiality and appropriate handling of sensitive information. Attends meetings or performs duties outside of normal office hours.

Salary Range:
Hiring rate depends on qualifications. This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any negotiated Cost of Living Adjustments (COLA).Requires a Bachelor's degree from an accredited four-year university in public administration, political science, communications, or a closely-related field and six years of recent progressively responsible related experience, including three years of supervisory experience.
Knowledge of federal, state, and local laws, and county legislative operations and issues is required.
Paralegal training is desirable.
Requires knowledge of:
- The principles and techniques to effectively gain consensus of diverse groups and agencies within assigned areas.
- Well-developed modern English to prepare professional reports and talking points suitable for public communication.
- The Open Public Meetings Act of Washington State
- Organizational dynamics and practices of management and supervision including planning, staffing, selection, training, coaching, directing, coordinating and evaluating.
- Fiscal management including budget preparation, expenditure control, and recordkeeping
- Parliamentary procedure
