Positions in this class perform and carry out sworn law enforcement duties primarily on a community college campus and grounds and occasionally at other off campus locations is accordance with established mutual assistance agreements with outside agencies. Officers employed in these positions have full law enforcement authority, including the statutory power of arrest, as granted by state law and in accordance with the provisions set forth by the N.C. Criminal Justice Education, Training and Standards Division. Officers perform related law enforcement duties ranging from traffic control to conducting criminal investigations within a limited geographic jurisdiction. The nature of the work involves patrolling an assigned area and responding to complaints or calls for service and identifying violations of State laws, ordinances, and other applicable regulations. Duties include responding to emergency situations, apprehending observed violators committing criminal misdemeanor and/or felony offenses, investigating violations or complaints, completing written and electronic incident reports, collection and preservation of evidence and the chain of custody, testifying in court proceedings and performing related work. Officer employed in this position typically serve as a patrol officer. However, part time campus police officers may also be assigned to perform lead officer, investigative, security, or other duties as needed and assigned by the chief of police or designee.

Essential Duties Summary
  • Complies with commonly applied regulations, policies, procedures, and general orders. Seeks clarification on more complex regulations or issues.
  • Operates police vehicles in accordance with state law and department policies under routine and emergency circumstances. Conducts visible vehicular patrols on roadways and in parking areas. Inspects vehicles at the beginning/end of shift; account for vehicle equipment; report damages.
  • Operates vehicle equipment, in-car cameras, police radio, emergency lights, siren, rifle/shotgun rack, fire suppression equipment, AED, digital camera, vehicle unlock tools, flares, and Taser®, Mobile Data Computer and software, including CAD, RMS, CJLEADS, DCI, and NCAWARE as necessary and available.
  • Recognizes most frequently occurring motor vehicle code violations. Conducts motor vehicle stops utilizing appropriate officer-safety and procedural protocol.
  • Conducts traffic crash investigations for minor/lesser involved incidents, with no significant personal injuries presented, with minimal assistance.
  • Identifies drivers that may be impaired and conducts standardized field sobriety testing procedures to evaluate impaired drivers.
  • Differentiates between criminal and non-criminal acts and behaviors.
  • Properly detain/arrest persons using proper subject control; transport/process arrestees.
  • Conducts investigations of misdemeanors and less serious felonies with assistance as necessary.
  • Follows established procedure in securing a crime scene; conducting legal searches; and submission of evidence.
  • Uses appropriate tactics and procedures upon response to fire alarms, burglar alarms, and panic alarms.
  • Conducts self-initiated security checks to protect people and property (exterior grounds and building walkthrough); lock and unlock as necessary.
  • Assists citizens/motorists (directions, stalled vehicles, night-time escorts, etc.).
  • Develops and works with college administration to identify issues; assists in coordinating related educational programs.
  • May have various assignments for special campus events/activities.
  • Assist in conducting crime prevention/community oriented policing programs as necessary.

Required Qualifications
  • U.S. Citizen
  • At least 21 years of age
  • High school graduate or equivalent
  • Possess a valid NC Driver license
  • Current certification as a law enforcement officer under the provisions set forth by the N.C. Criminal Justice Education, Training and Standards Division –or-
  • Eligible for certification as a law enforcement officer under the provisions set forth by the N.C. Criminal Justice Education, Training and Standards Division. This includes successful completion of an approved basic law enforcement training course as stipulated by the N.C. Criminal Justice Education, Training and Standards Division.
  • Completion of an Associate’s degree in criminal justice, human services, or related field and 1 year of experience as sworn law enforcement officer –or- 3 years of experience as a sworn law enforcement officer-or- equivalent combination of education and directly related experience. Note: To receive credit for formal education, all degrees must have been earned and/or received from accredited institutions.
  • Successful completion of an in depth criminal background investigation including relevant credit, medical and psychological background information.
  • Successful completion of a pre-employment drug and alcohol screening.
  • Demonstrated ability to perform the work as described.
  • Eligible for certification as a law enforcement officer under the provisions set forth by the N.C. Criminal Justice Education, Training and Standards Division. This includes successful completion of an approved basic law enforcement training course as stipulated by the N.C. Criminal Justice Education, Training and Standards Division.

Preferred Qualifications
  • Ability to deal courteously and professionally with the public.
  • Ability to observe and detect anything out of the ordinary which might result in theft or damage to college property.
  • Ability to act quickly and intelligently in emergency situations.
• Ability to follow oral and written instructions. • Prior work experience in a campus police or security agency at a community college, university, or other post-secondary educational institution.
  • Prior work experience as a school resource officer in a K-12 public or private school setting.
