The Wilson County Health Department (WCHD) is looking for a Human Resources Assistant to join our team! We're looking for a highly motivated applicant that is a self-starter and has the skill to apply a high degree of attention to detail in their daily work. Work involves the application of human resources techniques and professional knowledge to a variety of human resource practices and issues.

Work location: 1801 Glendale Dr. NW Wilson, NC 27893

Work Schedule: Monday-Friday, 8:00 am-5:00 pm

Hiring Range: $44, 820-$52,000. Commensurate with education and experience.

Type of employment: Full-time, non-exempt.Primary Duties:
  • Coordinate recruitment and selection processes. 
  • Research and employ appropriate sources for recruitment, including online job boards, professional associations, diversity related outlets, and community organizations. 
  • Screen candidates according to minimum and preferred criteria, determine candidate viability, provide candidate pool summaries to hiring officials, etc. to facilitate recruitment and selection process.
  • Maintain effective new employee orientation and onboarding processes and systems; educate new hires on benefit offerings and assist with enrollment. 
  • Provide guidance to management and staff in assigned areas of HR as needed. 
  • Participate in efforts to improve operations and services.
  • Research, recommend, and develop new programs, policies and procedures.
  • Ensure adherence to state and federal guidelines and regulations (ADA, COBRA, FMLA, ADEA, ERISA, FLSA, etc.) 
  • Manage benefits administration, including annual benefits open enrollment, new hire enrollments, and qualifying life event changes; serve as first point of contact on employee benefits questions/issues.
  • Manage WCHD payroll process and leave programs including vacation and sick leave. 
  • Track performance management efforts and ensure that performance reviews and goals are developed for all employees.
  • Maintains all personnel records, adhering to compliance and confidentiality.
  • Participate in continuing education and professional development opportunities regularly to enhance and maintain relevant, up-to-date skill set and knowledge base. 
  • Effectively and collaboratively work with a diverse population of employees, visitors, guests, and vendors.
  • Perform other duties as assigned.
 
 
 
Necessary Knowledge, Skills, and Abilities:
  • Knowledge of principles and practices of human resource administration as well as knowledge of federal and state laws and regulations relating to human resources.
  • Ability to interpret and apply standard personnel policies, procedures, and regulations to a variety of human resource transactions.
  • To work independently and to make recommendations.
Graduation from high school and five years of progressively responsible administrative work including at least two years of experience in administering a personnel program(s) for a work unit or in a human resources office, preferably related to the area assigned to the position; or, graduation from a four year college or university and one year of experience in administering a human resource program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or an equivalent combination of training and experience.

  •  PHR or SPHR certification
  •  Experience in multiple areas of human resources. 
  • Public Sector HR experience.
  • Experience recruiting, interviewing, and using/maintaining applicant tracking systems.
