The Wolfeboro Police Department is accepting applications for the position of full-time Police Officer. The Town of Wolfeboro is the oldest summer resort in America; the town lies in the heart of the Lakes Region. Wolfeboro is the gateway to the White Mountains and the New Hampshire Lakes Region. The tourist traffic can increase our 6,400-person community to 35,000 visitors and guests on any given day during the spring through fall months.

An elected three-member Police Commission governs the Wolfeboro Police Department. The department is comprised of 14 sworn officers conducting 24-hour patrol work. The police department officers a very competitive benefits package to include accumulated vacation, sick, and personal days. The work schedule is (4/3) four on and three off to allow officers to be with their families or have opportunities for details and overtime.

Interested candidates must be 21 or older, obtain a New Hampshire driver ‘s license, and possess a high school diploma or GED equivalent. Will have to undergo a physical fitness examination, interview, pre-employment polygraph examination, background investigation, and medical and psychological examination. JOB DESCRIPTION

Patrol Officer

APPOINTED BY THE POLICE COMMISION

SUMMARY:

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.

Specifications are not intended to reflect all duties performed within the job.

A Patrol Officer will be responsible for the efficient performance of required duties in conformity with the rules, regulations and polices contained in this manual. Duties will consist of, but not necessarily be limited to, a number of general police responsibilities necessary for the stability and safety of the community. The Patrol Officer works under the supervision of the Corporals and Sergeants.

The Patrol Officer will be expected to identify criminal offenders and criminal activity and where appropriate, apprehend offenders and participate in subsequent court proceedings. Reduce the opportunities for the commission of crime through preventive patrol and other measures. Aid individuals who are in danger of physical harm. Facilitate the movement of vehicular and pedestrian traffic. Identify problems that are potentially serious law enforcement or governmental problems. Promote a feeling of security in the community, promote and preserve the peace and provide other services on an emergency basis.

GENERAL DUTIES AND RESPONSIBILTIES:

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Exercise authority consistent with the obligations imposed by the oath of office and be accountable to superior officers. Promptly obey lawful orders.

Perform a variety of law enforcement duties to protect life and property in accordance with applicable laws.

Prevents crime by explaining and enforcing applicable federal, state, and local laws and town ordinances; teaching preventive, protective, and defensive tactics; mediating disputes; patrolling assigned area; responding to notices of disturbances; conducting searches; observing suspicious activities; detaining suspects.

Respond to calls for service, traffic hazards, misdemeanors, and felony incidents; patrol a designated area of the Town by foot or vehicle to preserve law and order by detecting and preventing the commission of crimes; enforce traffic and laws and Town ordinances.

Maintains safe traffic conditions by monitoring and directing traffic; enforcing laws and town ordinances; investigating accidents; providing escort; reporting unsafe streets and facilities.

Ensure that all warrants, subpoenas, official papers, etc., that are to be delivered or served during his/her tour of duty are properly delivered or served.

Perform searches of suspects, vehicles, residences, buildings, wooded areas, and schools for

evidence, contraband, and lost or missing persons.

Apprehends suspects by responding to complaints and calls for help; observing violations; making arrests.

Investigate all crimes including, but not limited to assaults, narcotics, burglary, theft, stolen vehicles, forged or counterfeit checks or credit cards, embezzlements, and fraud.

Perform booking procedures for arrested persons; transport prisoners to county jail as required;

process and store evidence and property found at various crime scenes; maintain records and enter data into computer system.

Respond punctually to all assignments.

Testify in juvenile, civil, traffic, and municipal courts, and parole and DMV hearings; prepare and process reports using applicable computer software and the Mobile Data Terminal system.

Obtain criminal intelligence information relating to criminal activities; conduct information searches; prepare reports.

Acquire and record information concerning events that have taken place since the last tour.

Report to his/her supervisor all serious or unusual occurrences that occur during his/her tour of duty.

Assist citizens requesting assistance or information. Courteously explain any instance where jurisdiction does not lie with the Police Department and suggest other procedures to be followed.

Direct and control traffic, crowds, bicyclists, skateboarders, and parade congestion during special

events or other emergency situations.

Preserve the peace at public gatherings, neighborhood disputes and family quarrels.

Respond to and investigate traffic accidents; utilize the police radio; interview witnesses and obtain information; prepare accident reports.

Enforce Town traffic and parking regulations; respond to citizen parking complaints; issue citations and/or make arrests as needed.

Reporting street lights and traffic signals out of order, street hazards, and any conditions that endanger public safety.

Building, schools, parks and playgrounds security checks.

Being thoroughly familiar with the assigned area of patrol. Such familiarity includes knowledge of residence, merchants, business, roads, alleyways, paths, etc. Conditions that contribute to crime are to be reported.

Be alert to the development of conditions tending to cause a crime or indicative of criminal activity. Take preventive actions to correct such conditions and inform superiors as soon as the situations permits.

If sectors are assigned, remain throughout the tour of duty except when a police emergency requires a temporary absence, or when a superior officer or the dispatcher has issued authorization for a temporary absence.

Keep radio equipment in operation at all times and be thoroughly familiar with departmental policy concerning the use of radios.

May provide first aid to victims during emergencies until medical personnel arrive.

Perform related duties as required.

Perform other duties and tasks as assigned by a superior officer.

DUTIES BY ASSIGNMENT:

Patrol Officers may be given one or more of a variety of assignments.

KNOWLEDGE, ABILITIES AND SKILLS:

Working knowledge and modern principles, methods, and techniques procedures including patrol, crime prevention, traffic control, and investigation. Rules of evidence pertaining to search and seizure and preservation. Laws governing the apprehension, arrest, and custody of persons accused of felonies and misdemeanors. First aid principles, practices, and techniques. Operation of police equipment and tools including firearms. Methods and techniques of crowd control. Knowledge of local, state, and federal laws, codes, and town ordinance and court decisions, particularly concerning arrest and evidence. Ability to analyze situations quickly and objectively to determine the proper course of action to be taken. Ability to operate moto vehicles under emergency situations. Ability to develop and maintain effective working relationships with other law enforcement agencies, other Town employees, fellow officers and dispatchers and the public. Ability to operate Department equipment. Good working knowledge of the Geography of the area assigned.

Qualifications

High School diploma or G.E.D. Must be a least 21 years of age at the time of appointment. Possession of a valid motor vehicle operator’s license. To meet the physical fitness standards set based on the Cooper Aerobics Institute standards. Must maintain an ongoing level of physical fitness after graduating from the New Hampshire Police Academy. Require to perform a polygraph test, a written test, assessment center, oral interview, phycological, etc. Must be able to complete and pass the New Hampshire Police Academy. Completion of college course, military duty or relevant work experience are desirable, but not required. Cannot have a felony conviction, a misdemeanor such as to cause a reasonable person to doubt the applicant’s character, honesty or ability. Must not have multiple misdemeanors or violations that would show a pattern of disregard for the law that has not been pardoned or annulled. Cannot have been discharge from the military under other than honorable conditions where the circumstances would cast doubt on his fitness to be police officer. Must be a citizen of the United States. Ability to receive certification by New Hampshire Police Standards and Training Council within twelve months of employment.
