The HSE Lead is responsible for the provision of timely advice and guidance on all matters pertaining to Health, Safety and Environment with respect to Legislation, Company Policy and Management System and Client requirements, thereby reducing risks to the business. May also have a direct responsibility for Coordinators within the Business Unit or Contract/Project.
Responsibilities:
Act in the role of the authority on all matters related to the Mine Safety and Health Act (MSHA)- Assist in the development of the SBI specific MSHA approved 24-hour training plan.
- Facilitate MSHA 24-Hour training for new miners, experienced miners, and perform refresher training for same.
- Oversee the production of 5000-23 training records for new miner training, training on specific tasks at the mine site, and train on specific hazards at the mine site.
- Organize training files for each existing miner and develop new training files as new miners are added to the mine site.
- Properly archive training files for miners who exit the mine site.
- Integrate routine corporate training initiatives into mining operations projects.
- Develop suitable candidates to act in the position of the Miner’s Representative and ensure this position is filled on a rotating basis.
- Develop and manage the Mine Site SBI safety committee and ensure this committee is completely engaged in production of JSA’s, and other work documents.
- Manage the daily inspection regimen for the entirety of the mine site and SBI mining operations such that periodic MSHA inspections would results in zero citations or notice of findings.
- Ensure that mine project HSSE recordkeeping, both paper and digitally, is maintained in an orderly fashion such that vital information is always available for client or MSHA inspection.

- Facilitate work execution by advocating and supporting implementation of HSSE-related policies and procedures in accordance with established Wood and customer priorities.

Establish and maintain relationships with the Client and the Client’s Representative to anticipate, forecast, establish, and support work priority, scope, schedule, and budget.
- Resources should be applied in the following order:
- emergency response;
- compliance activities (e.g., exposure assessments, hazard identification and control, and workplace monitoring;
- facility operability support and critical maintenance; and programmatic and line organization support.
- Resources should be applied in the following order:
- Manage, develop, and direct deployed resources and their work schedules (including time approval). Monitor workflow to achieve established goals and objectives (metrics).
- Fill in for direct reports who are away on assignment or off on PTO.
- Ensure employees are professionally qualified to perform their work assignments, and that they perform work in a safe, secure, and compliant manner.
- Complete and review performance appraisals, as assigned, and provide employees with regular feedback.
- Assess the implementation of HSSE programs to identify and control risk.
- Participate in event fact findings and investigations as requested through closure (corrective actions).
- Act as an SME or direct work to the appropriate SME in accordance with HSE-STD-100051 HSSE Management Systems
- Conduct presentations of technical information at customer request.
- Foster a mutually respectful work environment.
- Develop, approve, and maintain site-specific waste management plans and procedures.
- Perform periodic monitoring or walkdowns to verify that site conditions would be always suitable for MSHA inspection.
- Negotiate the selection and assignment of deployed HSSE personnel in consultation with the BU VP of Operations and HSSE management.
- Ensure employees are qualified and authorized (based on available resources), and work in a safe, secure, and compliant manner.
Qualifications:

Degree in relevant technical, industry or HSEQ specific discipline
MSHA Certification (required) -
OSHA 500 (essential)
Trained and competent Internal Auditor (essential)
Trained and competent External Auditor (desirable) - RCA – Accident/incident Investigator (essential)
Knowledge, skills, and experience:
- 5 years in a technical role, or association with HSE role in another industry.
- Lead/Senior HSE advisor experience with project/contract experience
- Excellent working knowledge with relevant legislation and regulations
- Good planning and organizational skills
- Effective/competent MS Office Suite User
- High level of communication skills in both written and spoken format
