The Proposal Development Officer will play a critical role in supporting World Relief's efforts to secure, maintain and grow a robust portfolio of publicly funded grants. The team member will be responsible for researching and assessing World Relief's strategic positioning to pursue new opportunities. The team member will also play a significant role in creating tools, processes, and resources to support the proposal development process and related trainings. The Proposal Development Officer will support home office and country office-managed proposal development processes.

- Research, Intelligence Gathering and Preposition: The team member will play an active role in identifying new opportunities and working with technical leads to innovate and plan preposition strategies.
- Regularly track donor, potential donor, and umbrella websites for RFAs and proposal submission opportunities aligned to WR's priority sectors or countries
- Conduct background research on proposal opportunities to determine WR's competitiveness and strategic positioning
- Work closely with various technical leads to monitor trends and priorities of donors and collaborate with others to support the development of prepositioning plans.
- Alongside technical leads, arrange and attend meetings focused on building strategic partnerships with other organizations.
- Proposal Development: Support all elements in the proposal development process.
- Roles will vary depending on the opportunity and may include coordinating a cross-functional, multi-sectoral team working on a proposal, serving in a proposal writing capacity under the leadership of others, reviewing and editing elements of proposal developed by other team members and/or other roles as needed to ensure the final proposal is competitive and appropriate for submission.
- Ensure effective and ongoing communication among WR departments and offices, external partners, and collaborators throughout the proposal development process.
- Maintain and grow intelligence-gathering network and ensure effective communication and collaboration between World Relief's longstanding Alliance partners, traditional collaborators, and others.
- Operations and Process Coordination: Promote effective coordination of World Relief's overall proposal development efforts
- Maintain and monitor a tracking log of public funding opportunities actively being pursued by the organization.
- Ensure documentation and resources needed for proposal development are up to date and filed appropriately in the knowledge management system.
- Develop and utilize tools, templates, and work processes that result in streamlined and efficient proposal development and teamwork
- Through capacity-training and mentorship, build a strong internal collaborative system for proposal development.
- Resource creation to support business development: The team member will be responsible for identifying the need for and leading the creation of tools, processes, and resources needed to support high quality business development for publicly funded grants across IP.
- Maintain collaborative relationships across the organization to identify business development needs and gaps
- Draft/create tools to support go/no-go; capture planning; prepositioning; leads development; proposal creation and review; post proposal debrief
- Lead the training of home office and country office teams in the use of these resources
- Manage a business development community of practice to institutionalize excellent BD processes and products across the organization
- Demonstrated success in developing high quality proposals for the US Government and other international agencies
- Clear understanding of institutional donor priorities related to global health and humanitarian assistance - especially the priorities of USAID (BGH, BHA) State Department BPRM, and UN Agencies.
- Familiarity with building and managing consortia proposals.
- Outstanding English writing skills and strong analytical capacity assessment, and planning skills.
- Strong capacity for developing budgets for development projects
- Computer proficiency in MS Office and familiarity with project management software
- Strong leadership and teamwork skills
- Excellent organizational and time-management skills, ability to deliver when facing multiple projects with tight deadlines
- Familiarity with the international development community and donor solicitation processes (US government agencies, European Government agencies, multilateral agencies)
- Must be a self-starter, strongly motivated and interested in rapidly producing results
- Mature and personal Christian faith

- Desire to serve and empower the Church to impact vulnerable communities
- Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
- University education in relevant field required (social sciences, applied sciences, business or similar). Advanced degree, preferred
- Minimum of 5 years of experience in relief and development field
- 3-5 years of experience with substantive proposal writing experience with USAID, UN Agencies and/or other institutional donors.

Salary : $60,000 - $68,000
