Nature of Work:

The Director of Administration ensures that the West Virginia Conservation Agency’s (WVCA) district operations, fiscal, human resources, information technology, communications, education, and outreach align with the mission and goals set forth in West Virginia Code §19-21A. This position will serve as the Acting Executive Director in the Executive Director’s absence. The Director will also serve as a legislative liaison for all Legislative matters. The Director oversees, provides leadership, and direction to the WVCA’s accounting, procurement, contracting, human resources, information technology, communications, education, outreach, and district operations functions.

The Director coordinates and leads in the development of the Administration Division’s annual budget and the creation of a work plan to support all the WVCA’s various divisions fiscal, procurement, contracting, human resource, information technology, education, outreach, communication, and district operation needs. This includes training, policies and procedures, accounting and human resource system development, internal controls, employee performance evaluation and compensation, and asset procurement.

The Director of Administration is part of the WVCA’s leadership team. As such, he/she will collaborate and coordinate with other WVCA program management to ensure agency goals and missions are met. It also requires establishing and maintaining effective relationships with district supervisors and other elected officials as well as representatives from partner organizations and governmental agencies.

The Director may be required to lead special WVCA teams charged with developing and implementing new programs or initiatives, and other duties as required.

Responsibilities:

  • Responsible for the overall Administrative Operations of the agency to ensure the programs are operating in a progressive, efficient manner and effectively meeting the objectives.
  • Analyzes complex administrative and technical problems, makes recommendations to implement solutions to improve or revise procedures or systems to align with the Agency’s mission.
  • Responsible for supervision and management of staff, facilitating cooperation of teamwork.
  • Assist with development and implementation of programs to promote conservation.
  • Assist and participates in public relations and program activities with the WV Congressional delegation, the Governor’s Office, state Legislature, state and federal agencies, county commissions, cities, local public officials, and the public.
  • Assist or represent the Executive Director with the state legislative process of budget preparation, budget hearings, and proposed legislation. May testify at legislative, judicial, or public hearings on agency position or as a subject-matter expert. May serve as the agency representative on multi-state boards or advisory groups.
  • Maintains effective working relationships with conservation district supervisors, federal/state agencies, conservation partners and public interest groups.
  • Serves as Acting Executive Director in the absence of the Executive Director.

Knowledge, Skills, and Abilities:

  • Knowledge of principles and techniques of management, project financing, human resource management, organization, planning, staffing, training, budgeting, and accounting.
  • Ability to provide leadership, training, and professional guidance to staff and implement effective policies and practices in the workplace.
  • Knowledge of local, state, and federal laws; government interrelations, organizational structure, and protocols; federal and state legislative processes and judicial procedures.
  • Knowledge of the organization, leadership, and committees of relevant federal and state government.
  • Knowledge of the principles and practices of public administration, public relations, and communications.
  • Ability to communicate effectively, orally and in writing on matters relating to public issues at the state and federal levels and before government and public interest groups.
  • Ability to establish and maintain effective working relationships with management, staff, state and federal officials, members of Congress, the state Legislature, media, public interest and advocacy groups, and the public.
  • Skill in writing various forms of informational materials, correspondence, and reports.

Minimum Qualifications:

Education: Bachelor’s Degree from an accredited college or university in business management, public administration, or accounting is preferred.

Experience: Five (5) years of senior managerial experience related to business administration, fiscal, human resources, information technology, outreach, communication, or legislative administration.

Job Type: Full-time

Pay: $67,500.00 - $82,500.00 per year
