Position Summary
PSCo Markets Analyst will work directly with the Senior Director of PSCo Western Markets to support the coordination and evaluation of the Company's participation in organized wholesale markets and regional tariff alternatives. Responsibilities include the administration, coordination, and implementation of the PSCo Western Markets group strategies in coordination and collaboration with key internal and external transmission market stakeholders. Perform tasks under tight timeframes in a high paced environment.
Essential Responsibilities
Establish and maintain effective relationships with PSCo's internal and external transmission and markets stakeholders across the Xcel Energy network. Administer and coordinate with internal departments, including Commercial Operations, State and Federal Regulatory teams, and Transmission to support the analysis and evaluation of PSCo participating in organized wholesale markets or regional tariff alternatives.
Conduct research and analysis of transmission and market development activities as well as Colorado state legislation and regulatory rulemakings or dockets to ensure internal awareness of policy changes and implications for the Company. Identify issues and communicate to management about issues or developments that may have an impact on PSCo's goals and objectives related to participation in organized wholesale markets.
Attend Western Markets development industry meetings such as open meetings, workshops, hearings, and other Western market development related activities. Prepare summaries of these meetings and position papers as appropriate; make oral briefings to PSCo and enterprise leadership, Western Market project team and internal staff as needed. Administer and coordinate meetings with both internal and external parties as needed.
Perform research and analysis on organized wholesale markets in operation in North America as well as RTO/ISO tariff designs, including governance structures, state commission involvement, FERC Orders related to market participation, and other issues identified related to Western market development.
Maintain internal intranet site for Western Market exploratory team as well as coordinating the drafting and review of Western markets' team materials and comments to be posted in external forums or processes. Manage activities related to coordinating with the Western Markets exploratory staff with the Western Markets Exploratory Group, or other Western markets group that may develop, to ensure the Company is represented and participating.

Minimum Requirements
BA/BS in Policy, Business, Science or related discipline.
Minimum of five-years of electric utility industry experience preferred.
Knowledge of organized wholesale markets, RTO/ISO market design, or transmission rate design strongly desired but not required.
Excellent organizational, communication and collaboration skills required as well as strong computer skills, and demonstrated experience with software such as Word, Excel, and PowerPoint.
Requires day travel, periodic overnight travel.

The anticipated starting base pay for this position is: $90,000.00 to $127,332.33 per year
