POSITION SUMMARY
This position is responsible for developing, maintaining, monitoring and facilitating Export and Import Compliance audit processes and procedures for YNA. From an Export Compliance perspective this position would be responsible for activities such as the following; export shipment document creation, shipment screening, AES filing and record retention, implementating and coordinating export compliance for our Canton locations as well as other US Distribution Centers, responsible for assigning harmonized tariff codes/ECCN’s to YNA parts in YNA’s parts dictionary. From an Import Compliance perspective this position would be responsible for ensuring our US Customs Brokers are clearing our entries compliantly, submit post summary corrections, maintain and update our records with refunds received from US Customs. This position is responsible for assisting the other positions within the Customs group as required for project and daily task completion. This position requires problem-solving, investigational and analysis type skill sets to complete daily activities
DUTIES AND RESPONSIBILITIES
Export Compliance Functions
- Identify export compliance requirements specific to YNA and YNA North America
- Responsible to work with all internal YNA stakeholders
- Review/Updating the YNA North American Export Compliance Manual
- Creation of necessary work instructions
- Creation of necessary work flows
- Build export controls into YNA Systems
- Responsible to develop an audit program demonstrating measurements proving/disproving YNA’s compliance level for export controls
- Assigning Export Classification / License Determination
- Export Record Retention
- Define export record retention requirements
- Formal process for gathering and compiling export regulations and controls documents into complete entry/shipment files. Examples include:
- Commercial invoices and Off-line invoices
- Bills of lading
- Airway bills
- Packing Lists
- Various Certificates
- Various Government Agency forms
- Internal communications (Fax, e-mail, memo, etc.)
- Country of Origin documents, etc.
- Any additional documents as required
- Responsible for responding to CBP post exit audits and/or inquiries for export shipments
- Responsible to work directly with BUs and branch offices on planning and development of export specific programs
Import Compliance Functions
- Compile protests, prior disclosure packages, PSCs etc., for submission to CBP
- Analyze monthly entry data to determine:
- improper broker filing
- missed trade program opportunity
- broker fee review
- review actual documentation sent by exporter
- Handle all exception processing generated by internal systematic controls
- improperly filed broker information; discrepancies, missed information, overstated information
- classification issues; new part numbers, invalid HTS numbers
- country of origin issues
- valuation issues
- Work directly with Business Units to identify duties paid and reasons for duty payment
Any other tasks or projects as deemed necessary by department manager
- Assist in classification processing
- Assist in post entry audit processing
- Assist in compliance concerns
- Assist in other miscellaneous activity
MINIMUM REQUIREMENTS
Degree Requirements:
Associate’s Degree in International Business/Logistics/Business Management or similar major (required); Bachelor’s Degree (preferred)
Certification Requirements:
Licensed Customs Broker (preferred)
Previous Experience:
3 - 7 years Customs experience; 1 - 3 years Customs Compliance or Export Compliance and Regulatory Experience; Financial/accounting experience; Technical knowledge of Customs Regulations and Trade Program Requirements; Technical knowledge of Export Regulations; Understanding of Mexican Customs and Regulation Requirements
Travel Requirements:
Willingness and ability to travel both domestically and internationally, as required
