YRCI is currently seeking a full-time Recruiting Manager with the ability to thrive in a dynamic, high-volume recruiting environment. The position combines individual recruiting responsibility with management of a team that recruits for federal human capital/human resources, contracts/acquisitions management, and financial management candidates. This is a full-time position that can be remote with limited onsite requirement at our headquarters location in Fairfax, VA with the potential for remote work flexibility.
The Role (Partial Remote Role)
- Plan, develop, direct, and work all aspects of recruitment strategies and operations focused on human capital, acquisition/contracts, and financial management in the cleared and uncleared federal space.
- Manage the development and implementation of strategic talent acquisition tactics and the evaluation of the entire recruiting function.
- Responsible for strategies and processes that utilize both traditional and innovative sources to maximize coverage across all possible talent pools.
- Coordinate with internal customers and leadership to understand current and future workforce needs and to support adequate planning and prioritization of recruitment activities.
- Assess external labor market conditions to support pricing strategies and to leverage the most effective recruiting methods, channels, and tools.
- Serve as the recruiting subject matter expert and strategic advisor to corporate decision makers and internal teams.
- Balance active recruitment responsibilities and personal recruitment goals with management of a team of recruiters and administrative staff.
- Provide oversight and management of team incentives, metrics, performance goals and reporting tool development ensuring production and professional goals are achieved while fostering a positive and fun team environment.
- Screens candidates, selects qualified and interested candidates for the interviewing phase, and then connects viable candidates with clients or hiring managers.
- Oversees the screening and selection processes for evaluating potential candidates.
- Checks candidates references and credentials, verifying experience and backgrounds.
- Counsels candidates on the interview and hiring process.
- Represent YRCI to Federal clients and decision makers to aid in securing new business and converting client needs into screening guidelines for the use of the recruiting team.
- Develop and manage the annual Recruiting budget.
- Maintain the company’s culture and quality standards through recruited talent.
- Develops and uses dashboard tracking analytics and impact metrics to grow a data-driven and technically skilled recruiting team.
- Builds strong relationships and delivers results in a rapidly and constantly evolving environment.
- Organizes and attends job fairs, campus events, and other in-person and virtual networking opportunities.
- Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations.
What You Need to Bring to the Table
- 5 years’ experience recruiting for government contract positions in a high volume and fast paced environment required.
- 3 years of managerial and leadership skills required.
- Bachelor’s degree required.
- Thorough understanding of EEO, ADA, and other related employment laws and guidelines.
- Self-starter with a track record of producing results that meet or exceed business goals and objectives.
- Creative approach in developing and executing innovative strategies to successfully pursue candidates from initial contact to onboarding
- Proven interpersonal skills and experience building strong relationships with internal customers and business partners.
- Strong organizational skills.
- Excellent customer service skills
- Excellent written and verbal communication skills.
- Ability to work effectively and efficiently, both independently and collaboratively with teams.
- Ability to produce quality work under tight deadlines.
- Ability to motivate, lead and hire a results-driven recruiting team.
- Knowledge of Application Tracking Systems (Deltek preferred).
- Proficient use of Office365 and databases to complete routine and moderately complex tasks.

On September 9, 2021, President Biden signed Executive Order (EO) 14043, titled, “Requiring Coronavirus Disease 2019 Vaccination for Federal Employees and Contractors.” As stated in Section 1 of the EO, the President has determined that to promote the health and safety of the workforce and the efficiency of the civil service, it is necessary for all agencies to require COVID–19 vaccination for Federal employees and Contractors covered by EO 14043, subject only to such exceptions as required by law.
As directed in the EO, the Safer Federal Workforce Task Force, established by EO 13991 (January 20, 2021) (“Task Force”), has issued guidance to assist agencies with implementing the vaccination requirement. That guidance specifies that agencies should require all their employees and Contractors, with exceptions only as required by law, to be fully vaccinated. YRCI is issuing this guidance on hiring actions to assist agencies in implementing the Executive Order and Task Force’s guidance.
