What are the responsibilities and job description for the Appraiser IV position at Yuma County?

NATURE OF WORK 
Under limited supervision performs technical work of considerable difficulty in analyzing and reviewing market conditions for all property types for ad valorem property assessments; will serve as supervisor of a specified market area, and/or, CAMA functions; performs related work as required or assigned; this position has department specific responsibility.
(Illustrative Only) Assigns, reviews, and supervises the work of a specific area such as a field division, personal property, land valuation, education, office administration or audit section; conducts considerable research into the factors that affect property valuations; performs compliance studies and prepares reports to be submitted to Compliance Officer; performs account and productivity audits on valuation personnel; designs, develops, and implements training programs for new employees assigned to section; manages, trains, supervises and evaluates assigned staff; participates in the selection, development, and discipline of assigned staff; responsible for auditing, reviewing and analyzing the appraisal data and documentation from both real and personal property appraisers regarding property valuation; coordinates and maintains records and logs on assigned field staff productivity; prepares reports for review that are relevant to staff production; oversees legal descriptions, maps, plats, building sketches, and other descriptive materials appropriate to assigned area; represents the Assessor during an administrative, board of equalization, and court appeals process; prepares data for an administrative, board of equalization, or court appeal process; develops procedures and guidelines for implementation of policies as directed; consults with developers, investors, and property owners on specific properties as necessary; performs appraisals on the most difficult and complex property types or developments. Instructs and trains employees on department policies, office procedures, and the rules and regulations regarding property tax assessment; communicates with the public on such matters as property values, ownership, legal description, and statutory classifications; oversees and may participate in the comprehensive field and office training of new employees in accordance to established training program guidelines; regular and reliable attendance is required; performs other duties as assigned.
Sixty (60) semester hours of college course work; AND eight (8) years of progressively responsible work in property tax appraisal; OR ten (10) years as active licensed fee appraiser; AND two (2) years of supervisory experience; OR an equivalent combination of education and experience; must meet and maintain all current requirements necessary to possess the State of Arizona (ARS 42-13006) Level II Certification as governed by the Department of Revenue. Special Requirements: This position requires successful completion of a background check; and possession of a valid Arizona driver's license.

Hourly rate has been revised effective July 11, 2021.
Knowledge of: County policies and procedures; the principles, practices and techniques used in developing valorem property assessments and opinions of market value; local, State and Federal laws and regulations pertaining to real estate, land valuation, and personal property transactions; appraisal and assessment information sources and local factors affecting all property types in the local market; guidelines and statutes effecting property assessment.

Skill in: Preparing sketches and diagrams of assessed buildings; developed advanced statistical methods and studies; performing administrative appeal; the principles and practices of supervision; using computers, calculators, photocopy equipment, telephones, fax and other modern office equipment and machines; maintaining records and preparing reports using computerized word processing, spreadsheets and database applications; analyzing and interpreting the factors affecting property values; meeting and dealing tactfully with the public; preparing reports and presenting facts clearly, orally and in writing; establishing and maintaining effective working relationships with employees, other agencies and the public; following written and verbal instructions; communicating effectively, verbally and in writing.

Ability to: Read, to write and synthesize data and reports; use modern office equipment and computers; supervise, develop and train staff; work in varying extreme weather conditions; lift 20 lbs; work independently.

Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing and/or pulling, some stooping, kneeling, crouching and/or crawling, and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; the job is performed under varying extreme weather conditions.
