Legal counsel refers to the person giving advice or the advice itself, particularly in legal matters. On the other hand, a council is a group of people convened for advice or consultation. For example, a legal counsel or counselor provides advice and deals with various issues, while a council is an assembly of people brought together to discuss or deliberate something.
