CoastalCare is a local government public agency that provides management and oversight of mental health, intellectual/developmental disabilities, and substance use services through a provider network for the residents of Brunswick, Carteret, New Hanover, Onslow, and Pender counties. CoastalCare has available services for adults and children having a mental illness, a substance use disorder, or an intellectual/developmental disability. Services offered include an array of outpatient, residential, day, and crisis services. CoastalCare offers these services through a network of contracted providers. CoastalCare provides the following systems management functions: (1) access for all citizens to a set of core services including a 24/7 screening, triage, and referral process, (2) provider monitoring, technical assistance, capacity development, and quality control, (3) utilization management, utilization review and determination of the appropriate level and intensity of services, (4) care coordination and consumer affairs, (5) financial management and accountability for the use of state and local funds and information management for the delivery of publicly funded services. CoastalCare receives funding from the North Carolina Department of Health and Human Services (DHHS), Division of Mental Health, Developmental Disabilities, and Substance Abuse Services (DMH/DD/SAS) and from each of the five counties in the catchment area. Of these funds, over 80% is used to purchase MH/DD/SA services for individuals in need. The remaining 20% is used to cover the cost to provide the management of the public service system.
