The EcoLinks was an environmental program created by the United States Agency for International Development (USAID) in 1998 to assist the countries of the Europe and Eurasia (E&E) in addressing environmental issues, as they were undergoing the difficult transition to market economies. Between 1999 and 2006, EcoLinks offices facilitated collaboration between business and agencies in the Europe and Euraisa region with cross border counterparts working in the environmental and clean energy technology and services sectors, to address environmental management and infrastructure challenges. Through partnerships with the U.S. Commercial Service and professional contractors, EcoLinks disseminated market and project information, and assisted regional businesses and municipalities in identifying and initiating infrastructure projects and commercial ventures with U.S. and regional firms, which could demonstrate best environmental management practices and transfer effective environmental technologies to the region. EcoLinks' principal objectives were: Promoting market-based solutions to environmental problems, with emphasis on the urban and industrial sectors; Creating lasting environmentally focused partnerships amongst E&E businesses, local governments, and associations and between these organizations and U.S. commercial counterparts, Facilitating trade and investment in environmental goods and services; and, Providing access to information for environmental professionals and decision-makers about environmental laws, policies and regulations, environmental technologies, and management systems. EcoLinks pursued these objectives through complementary program components: Partnership Grants and the Trade and Investment Program. The Grants Program (1999-2004) provided financial assistance for initial partner meetings and for feasibility studies.
